What are the duties and powers of the Council for Ethnic Affairs in Vietnam?

Article 5 of Resolution 71/2025/UBTVQH15 prescribes the specific duties and powers of the Council for Ethnic Affairs as follows:

- Verify the draft laws, ordinances, resolutions of the National Assembly, Standing Committee of the National Assembly concerning ethnic affairs, and other reports, projects, and plans under its jurisdiction or as assigned by the National Assembly, Standing Committee of the National Assembly.

- Review the assurance of ethnic policies in draft laws, ordinances, resolutions of the National Assembly, Standing Committee of the National Assembly before submission to the National Assembly, Standing Committee of the National Assembly.

- Supervise the enforcement of the Constitution, laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly; monitor the activities of the Government of Vietnam, Ministries, and equivalent agencies within the jurisdiction of the Council; oversee the implementation of ethnic policies, programs, and plans for socio-economic development in mountainous and ethnic minority areas.

- Monitor legal documents of the Government of Vietnam, Prime Minister of the Government of Vietnam, Ministers, Heads of equivalent agencies within the jurisdiction of the Council.

- Research and propose to the National Assembly on ethnic affairs; recommend issues related to the implementation of state ethnic policies, organizational and operational matters of relevant agencies, and other issues concerning ethnic affairs.

- Submit draft laws and resolutions to the National Assembly, draft ordinances and resolutions to the Standing Committee of the National Assembly in areas under the Council's jurisdiction.

- Participate in providing opinions on the issuance of regulations to implement ethnic policies by the Government of Vietnam.

- Perform other tasks as assigned by the National Assembly, Standing Committee of the National Assembly.
