According to Clause 4, Article 3 of Decision 19/2020/QD-TTg:
- Non-stop electronic toll collection (hereinafter referred to as non-stop electronic toll collection) is a form of automatic toll collection for road usage, where road vehicles do not need to stop to pay tolls when passing through toll stations.
- The process of calculating toll charges for road usage is carried out automatically by the non-stop electronic toll collection system (hereinafter referred to as the non-stop electronic toll collection system).
Vehicles that must affix a non-stop toll collection tag include:
- Road transport vehicles subject to toll charges for road usage;
- Vehicles exempted from road usage tolls (ambulances, fire engines, specialized vehicles for security purposes, vehicles using “National Road Toll” tickets).
According to Clause 2, Article 9 of Decision 19/2020/QD-TTg for convenient circulation, vehicles can affix a non-stop toll collection tag at:
- Motor vehicle inspection centers;
- Authorized dealerships by the toll collection service provider.
The Ministry of Public Security of Vietnam, the Ministry of National Defense of Vietnam cooperate with the Ministry of Transport and the toll collection service provider to affix end terminals for road transport vehicles in the fields of security and defense participating in traffic.
If violated, the driver will be subject to administrative penalties as regulated. To be specific:
According to Point c, Clause 4, and Point b, Clause 11, Article 5 of Decree 100/2019/ND-CP (amended and supplemented by Decree 123/2021/ND-CP), vehicles without a non-stop automatic toll collection tag that intentionally enter the expressway will be administratively sanctioned as follows:
- A fine ranging from 2,000,000 VND to 3,000,000 VND.
- Additionally, the driver of the vehicle may also have their driving license revoked for 01 month to 03 months.
