Hello, Lawnet would like to answer as follows:

1. What is a specialist?

According to Resolution 20-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Central Executive Committee,

- Medicine is a special profession. Medical human resources must meet professional and ethical requirements; they need to be selected, trained, used, and given special treatment. The medical network system must be widespread and close to the people; directed consistently and consistently in terms of expertise and operations by sector from the Central to localities nationwide, while ensuring the leadership and direction of local party committees and authorities.

Therefore, in terms of medical ethics, medical students must have a high level of expertise in a specific field of medicine.

What is a specialist?

Specialists are people who have received advanced medical training after graduating from university and are awarded a specialized diploma, which is a legal diploma certifying postgraduate qualifications in the medical field.

Specialized degrees in the medical field include:

- Level I specialized diploma

- Level II specialized diploma

- Diploma of hospital residency

The diploma clearly states the training major, the training method, and the classification of the degree holder's learning results. (Pursuant to Article 2 of Decision 4306/2003/QĐ-BYT).

2. Is it allowed to transfer from a master's degree to a specialist level I in Vietnam?

People with a master's degree in medicine or a master's degree in pharmacy who want to study self-directed conversion and choose an appropriate study program to develop capacity appropriate to their field of work can still convert to a degree of Specialties Level I. However, converting students must comply with the regulations on entrance examinations and complete the conversion training program.

According to the provisions in subsection 2, Section III of Joint Circular 30/2003/TTLT-BGDDT-BYT, conditions that people with a master's degree in medicine or a master's degree in pharmacy who want to convert to a level I specialist degree must meet:

- The major of the master's degree in medicine or master of pharmacy is consistent with the major of the level I specialty degree you want to convert.

- There is an official dispatch from the human resources management agency to send you to transfer school.

- Satisfy the requirements for the missing specialized subject in the annual level I specialty entrance exam organized by the postgraduate training facility and be recognized by the Ministry of Health for admission.

- Complete the missing subjects in the Level I specialty training program and practice the graduation exam according to the current Level I specialty training regulations of the Ministry of Health. The program of additional subjects and practice for each training major is developed by the training facility and approved by the Ministry of Health.

Thus, people with a master's degree can completely convert to a level I specialist degree. However, converting learners must meet the conversion conditions, comply with entrance examination regulations, and complete the conversion training program.

3. Procedures for conversion from master's degree to specialist doctor I in Vietnam

(1) Entrance exam to supplement missing subjects

- Exam subject: From master's degree to specialized level I: Exam for the specialized subject (of the major) in which the candidate registers to convert. If candidates have taken and achieved the required score in the specialized subject in the graduate exam, they do not have to take this subject.

- Exam time and exam content

+ Exam time: Organize the exam on the same day as the annual graduate entrance exam at training institutions assigned to enroll graduate students.

+ Exam content: Take the same exam as subjects taking the exam in the major that the candidate will change.

+ Defend the doctoral thesis outline at the grassroots level

- Subjects self-test

+ Implement as point I of Joint Circular 30/2003/TTLT-BGDDT-BYT.

+ Students can register to take the exam at any university that organizes admission and training in specialized fields that suit the student's wishes.

- Winning conditions

+ Exam subjects must achieve a score of 5 or higher.

+ The admission score is built based on the exam results and the conversion training plan targets assigned annually by the training facility.

+ Recognition of admission is carried out according to the provisions of Joint Circular 30/2003/TTLT-BGDDT-BYT.

(2) Study additional missing subjects

- Students must declare the subjects or modules they have studied when registering for the entrance exam and must supplement missing subjects according to the plan of each training institution.

- The training facility determines the additional subjects that students will study according to current training regulations in each major and at each training level.

- The training facility develops conversion training programs for each major at each level, submits them to the Ministry of Health, Ministry of Education, and Training for approval, and organizes implementation according to current regulations.

(3) Conditions for recognition of graduation

From master's degree to doctorate to level I specialist, level II specialist:

- Having enough certificates or scores for additional subjects or modules and achieving 5 points or more;

- Graduation exam in specialized subjects according to the current regulations on specialized level 1 and level II training.

- Graduation recognition is implemented according to Joint Circular 30/2003/TTLT-BGDDT-BYT.

(4) Documentation procedures

- Application form for people who want to study conversion.

- Official dispatch from the agency sending the student to transfer:

+ For students working at public medical facilities, the Ministry, ministerial-level agencies, and People's Committees of provinces and cities sign official dispatches to send them to study.

+ For students working at non-public medical facilities sent to study by the direct employer and certified by the local Department of Health, where they register to practice private medicine and pharmacy.

- Transcripts or certificates of subjects.

- Certificate or graduation certificate or diploma at the postgraduate level for people wishing to study conversion.

- Certificate of good health to study according to current regulations.
