1. What event occurs on September 05 in Vietnam?

On September 5, 1945, three days after reading the Declaration of Independence that established the Democratic Republic of Vietnam, President Ho Chi Minh sent a letter to students on the occasion of the first school opening of the newly independent Vietnam. This day is also celebrated as the first school opening day of our country.

Since then, on September 5, students at all levels across the country will officially start the new school year. This is a day when students eagerly return to school, meet friends and teachers, and begin new lessons. It is also a day when the whole country unites to bring students to school, creating a joyful and enthusiastic atmosphere and encouraging their learning spirit.

At the same time, Article 1 of Decision 2045/QD-BGDDT 2024 regarding the issuance of the time frame for the 2024 - 2025 school year for preschool, general education, and continuing education across the country stipulates that in the 2024-2025 school year, students at all levels nationwide will hold their school opening ceremony on Thursday, September 5, 2024.

2. What are guidelines for organizing the opening ceremony for the school year 2024-2025 in Ho Chi Minh City?

Recently, the Department of Education and Training of Ho Chi Minh City issued Official Dispatch 5321/SGDDT-VP regarding instructions for organizing the School Opening Ceremony and implementing some initial activities for the 2024 - 2025 school year.

The program for the School Opening Ceremony for the 2024 - 2025 school year in Ho Chi Minh City is guided as follows:

Develop a plan to organize the School Opening Ceremony for the 2024 - 2025 school year, clearly assigning responsibilities to each member in charge, ensuring safety, joy, significance, conciseness, practicality, and economy, suitable for the actual situation of the school. The opening ceremony should focus on creating impressive, attractive experiences for students, helping them have memorable experiences on the first day of the new school year.

All educational institutions in the City will organize the School Opening Ceremony for the 2024 - 2025 school year simultaneously in the morning of September 5, 2024. The opening ceremony program briefly includes the following contents:

- Welcome performances;

- Ceremony to welcome new students (concise and meaningful);

- Flag salute, singing the national anthem (without the pre-recorded lyrics);

- Stating the reasons, introducing delegates

;- Reporting and ribbon-cutting (for new schools);

- Reading the letter from the President (inviting local leaders);

- Speech from the Principal (concise);

- Drumming to start the school year (Principal drums);

- Flower offering (City leaders, if any);

- Commendation and scholarship awarding (if any);

- Closing.

After the Ceremony, the school will organize Festive activities to create a joyful and exciting atmosphere for the new school year's opening day, absolutely ensuring safety and health.

Note, there are special programs according to each educational level:

+ For Preschool Education: organize the "Children Joyfully Go to School" Festive, focusing on diverse and rich activities suitable for each unit; utilizing spaces to arrange activities such as: physical games, aesthetic development activities, folk games, circus shows, puppet shows,… creating a joyful and exciting atmosphere for children.

+ For General Education (Primary, Lower secondary school, Upper secondary school, Vocational Education, and Continuing Education): 100% of students must attend the Opening Ceremony. For units that do not have sufficient conditions, ensure that 100% of new and final grade students attend the Ceremony part, but 100% of students must participate in the Festive part welcoming the new school year after the Ceremony.

At the same time, the Department of Education and Training requires heads of units to seriously implement the above activities and report the results to the Department of Education and Training through the electronic office system before September 10, 2024.

3. Educational levels and ages for students in Vietnam

Article 28 of the Education Law 2019 stipulates the educational levels and ages for students currently as follows:

- Primary education is conducted over 05 school years, from grade one to the end of grade five. The age for students entering grade one is 06 years old, calculated yearly;

- Lower secondary school education is conducted over 04 school years, from grade six to the end of grade nine. Students entering grade six must have completed the primary education program. The age for students entering grade six is 11 years old, calculated yearly;

- Upper lower secondary school education is conducted over 03 school years, from grade ten to the end of grade twelve. Students entering grade ten must have a lower secondary school school graduation diploma. The age for students entering grade ten is 15 years old, calculated yearly.

In cases where students are allowed to skip grades or are older than the prescribed age stated in Clause 1, Article 28 of the Education Law 2019 due to:

- Exceeding grade due to early intellectual development;

- Being older than the prescribed age due to repeating a class, living in areas with exceptionally difficult socio-economic conditions, being ethnic minority students, students with disabilities, students with physical or intellectual retardation, being orphans with no one to rely on, belonging to poor households, returning from abroad, and other cases as prescribed by law.

General education is divided into a basic education phase and a career-oriented education phase. The basic education phase includes primary education and lower secondary school education; the career-oriented education phase is upper lower secondary school education. Students in vocational education training institutions study the upper secondary school academic program.

Thus, the age for students entering grade 1 is 06 years old, entering grade 6 is 11 years old, and entering grade 10 is 15 years old (age is calculated yearly).
