What documents are required for high school graduation exam registration dossier in 2025 in Vietnam? Where should the application dossier for the high school graduation exam be submitted?

What documents are required for high school graduation exam registration dossier in 2025 in Vietnam?

On February 19, 2025, the Minister of Education and Training of Vietnam issued Decision 420/QD-BGDDT to announce the newly issued administrative procedures; administrative procedures are modified and supplemented in the field of examinations and admissions falling within the scope of the management function of the Ministry of Education and Training of Vietnam.

In subsection 1, Part II of the procedures issued under Decision 420/QD-BGDDT 2025, the composition and quantity of the high school graduation exam registration dossier are as follows:

(1) Exam Registration Form (according to the form in Appendix II issued with Circular 24/2024/TT-BGDDT dated December 24, 2024, by the Minister of Education and Training issuing the Regulations on high school graduation exams);

(2) Valid certificates to enjoy priority and encouragement policies (if any);

(3) 4x6 size photos taken in the style of ID card/citizen ID card, taken no more than 06 months before submission of the dossier;

(4) Copy of the high school transcript (for candidates who have completed the general education/continuing education program but have not yet graduated from high school in previous years as per point b, clause 1, Article 19 of the Regulations on high school graduation exams);

(5) Copy of the high school diploma (for candidates who already have a high school diploma taking the exam to use the results as a basis for registering for admission as per point c, clause 1, Article 19 Regulations on high school graduation exams);

(6) Copy of the intermediate diploma, copy of study records or transcripts of high school cultural subjects according to the provisions of the Education Law and current guiding documents of the Ministry of Education and Training (for candidates who already have an intermediate diploma taking the exam to use the results as a basis for registration as per point d, clause 1, Article 19 of the Regulations on high school graduation exams);

(7) Certificate of retained scores (if any) confirmed by the Principal of the high school where the candidate took the exam in the previous year or confirmed by the Department of Education and Training where the candidate took the exam in case the candidate took the exam in another province;

(5) Original or certified copy from the original or copy issued from the original book or a copy enclosed with the original for comparison, as proof of eligibility for priority and encouragement policies (if any).

Where should the application dossier for the high school graduation exam in Vietnam be submitted?

Also in section 1, Part II of the procedures issued under Decision 420/QD-BGDDT 2025, the regulation on submitting the registration dossier for the high school graduation exam in Vietnam is as follows:

- For those who have completed the general education/continuing education program within the year of the examination as stipulated in point a, clause 1, Article 19 of the Regulations on high school graduation exams:

Candidates registering online: Complete the registration dossier on the electronic portal as prescribed by the Ministry of Education and Training and submit the original or certified copy from the original or copy issued from the original book or a copy with the original for verification (collectively referred to as a copy) of the proof documents to benefit from priority and encouragement policies at the registration location.

In case candidates cannot register online, they can submit directly as follows: Complete the exam registration form as issued by the Ministry of Education and Training and submit it to the registration location along with copies of proof documents to benefit from priority and encouragement policies (if any).

- Those who have completed the general education/continuing education program but have not yet graduated from high school in previous years; or those who already have a high school diploma taking the exam to use the results as a basis for registration for admission; or those with an intermediate diploma taking the exam to use the results as a basis for registration for admission in accordance with point b, c, d, clause 1, Article 19 of the Regulations on high school graduation exams:

Candidates registering online: Use their VneID account to log in and complete the registration form on the electronic portal as prescribed by the Ministry of Education and Training, then print the registration form downloaded from the system into 02 copies, submitting them to the registration location; copies of proof documents to benefit from priority and encouragement policies (if any) are submitted to the registration location together with the registration form and the dossiers specified at point d, e, g, clause 3, Article 20 of the Regulations on high school graduation exams;

In case candidates cannot register online, they can submit directly as follows: Complete the exam registration form as issued by the Ministry of Education and Training and submit it to the registration location along with copies of proof documents to benefit from priority and encouragement policies (if any).
