What are the standards to become a grassroots propagandist from July 1, 2024 according to the law in Vietnam?

What are the standards to become a grassroots propagandist according to the law in Vietnam? Are there any latest regulations?

1. What are the standards to become a grassroots propagandist from July 1, 2024 according to the law in Vietnam?

According to Article 21 of Decree 49/2024/ND-CP of Vietnam, the grassroots propagandist is recognized by the Chairman of the Commune People's Committee, including part-time individuals in hamlets, residential clusters, such as Party secretaries, hamlet chiefs or residential cluster leaders, and heads of the Front Work Committee.

A grassroots propagandist must meet the following basic standards:

- Possess firm political qualities and ideological stance; comply well with the Communist Party's policies and guidelines, as well as the state's laws; exhibit good moral qualities and lifestyle; have credibility in their work; and are not under any disciplinary action from warnings or more severe measures according to the law;

- Have the ability to convey information fully, accurately, and promptly to the people, and receive feedback from them; be proficient in spoken Vietnamese or local ethnic languages;

- Be well-acquainted with the area; understand the customs, livelihood, education level, and information needs of the local people.

Thus, grassroots propagandists are responsible for conveying information, conducting propaganda accurately and promptly, actively mobilizing the people as assigned by the Chairman of the Commune People’s Committee. They are also to receive feedback from the people, report to the Chairman of the Commune People’s Committee for resolution, or transfer it to the competent authorities, organizations, or individuals.

2. Content and principles of grassroots propagandists' activities in Vietnam

Article 22 of Decree 49/2024/ND-CP stipulates that the activities of grassroots propagandists include providing and disseminating essential information or official responses from competent authorities, organizations, or individuals through propaganda work and mobilizing people.

The content of grassroots propagandists' activities is also specified in Article 13 of Decision 52/2016/QD-TTg, including:

- Information regarding state policies, laws, and international or domestic events directly affecting local people;

- Regulations of local authorities and political, economic, and social activities at the local level;

- Guidance for implementing decisions and directives from the authorities and the leadership of local agencies and units;

- Essential knowledge for the daily lives of the local people;

- Receiving information from the public to serve the leadership and operational activities of the party committee, government, and leadership of local agencies and units, in accordance with the functions and duties of the managing agencies or units of the propagandists.

Besides, the methods and principles of grassroots propagandists' activities involve directly disseminating essential information and motivating people to adhere to the Communist Party’s policies, state laws, and local authorities’ regulations. The form, scale, time, and location for carrying out propaganda activities must ensure effectiveness and suit the local people's living characteristics as specified in Article 23 of Decree 49/2024/ND-CP.

Simultaneously, Article 24 of Decree 49/2024/ND-CP stipulates the responsibility of the Chairman of the Commune People’s Committee to select and recognize grassroots propagandists who meet the basic requirements outlined in Clause 2 of Article 21 of Decree 49/2024/ND-CP.

- Providing information and propaganda materials; organizing training and professional development for grassroots propagandists.

- Allocating funds for remuneration according to the fee regulations issued by the Provincial People's Council and providing the necessary conditions for grassroots propagandists' activities.

Thus, the activities and the information provided by grassroots propagandists must be efficient in terms of form, scale, time, and location, without violating legal regulations.

3. What are rights of  individuals working as grassroots propagandists in Vietnam?

According to Clause 1, Article 14 of Decision 52/2016/QD-TTg regarding the regulation of grassroots information activities issued by the Prime Minister of the Government of Vietnam, the rights of grassroots propagandists are as follows:

- To be provided with legal documents, information, and materials necessary for performing their duties of verbal information and propaganda according to the functions and tasks of the agency or unit;

- To receive training and development of knowledge to serve their duties of verbal information and propaganda according to the functions and tasks of the agency or unit;

- To be equipped with appropriate technical means for performing their duties of verbal information and propaganda;

- To receive remuneration and policies according to the law.
