The Ministry of Education and Training of Vietnam issued Circular 11/2024/TT-BGDDT on September 18, 2024 regulating the code, standards for professional titles, and salary arrangement for public employees who are student counselors in public general education institutions and specialized schools. This includes regulations on the salary arrangement for student counselor public employees.

Circular 11/2024/TT-BGDDT takes effect from November 4, 2024.

1. What are the duties of a rank 3 student counselor public employee in Vietnam?

Article 2 of Circular 11/2024/TT-BGDDT stipulates that the rank 3 student counselor public employee has the professional title code V.07.07.24.

According to Clause 1, Article 4 of Circular 11/2024/TT-BGDDT, the rank 3 student counselor public employee has the following duties:

- Advise on planning and organizing student counseling activities of the school; report periodically and regularly as required;

- Manage and monitor the documentation and records related to student counseling activities;

- Conduct counseling and support activities for students facing difficulties in cognition, emotions, behavior, and social relationships that affect their ability to develop competencies and qualities;

- Lead cooperation with teachers, staff in the school, and external organizations and individuals to evaluate, review, prevent, and conduct counseling and support activities for students (including individual, group, and collective counseling) through direct, indirect, or online counseling methods;

- Coordinate with teachers in activities related to student counseling and support;

- Complete training programs; engage in self-study, self-training to enhance professional qualifications and skills;

- Perform other tasks assigned by the principal.

2. What are the standards for a rank 3 student counselor public employee in Vietnam?

According to Clauses 2 and 3, Article 4 of Circular 11/2024/TT-BGDDT, a rank 3 student counselor public employee must meet the standards regarding educational qualifications, training, and professional skills. To be specific:

Educational and Training Standards

- Must have a university degree or higher in one of the following disciplines: Psychology; Social Work; Sociology; Teacher Training relevant to the educational level;

- Must complete a training program according to the standards for the professional title of a student counselor public employee as prescribed.

Professional Skills and Competence Standards

- Understand the policies and guidelines of the Vietnam Communist Party, the laws of the State, and the regulations of the sector regarding student counseling work;

- Have the ability to advise on planning and organizing student counseling activities of the school according to the plan;

- Recognize the psychological and physiological characteristics and health of students; identify the diversity and sensitivity of the subjects needing counseling and support; proficiently identify forms of abuse and school violence, and perform skills to analyze and assess the level of harm and risk;

- Have the ability to devise and implement content and counseling programs to prevent and protect students from various forms of abuse and school violence, contributing to their overall development in competencies and qualities;

- Have knowledge of legal, psychological, social, and other relevant knowledge applicable to student counseling work; possess teaching behavior handling skills and apply information technology in the work;

- Have the ability to cooperate with related organizations and individuals to perform counseling and support tasks for students.

3. What are the regulations on appointing the professional title of a student counseling public employee in Vietnam?

According to Article 8 of Circular 11/2024/TT-BGDDT, the appointment to the professional title of a rank 3 student counselor public employee (code V.07.07.24) applies to public employees recruited for the position of student counselor and meeting probation requirements as prescribed or other officials and public employees currently performing student counseling work in public general educational institutions with sufficient standards as prescribed in Clause 2, Article 4 of Circular 11/2024/TT-BGDDT;

In addition, a rank 3 student counselor public employee (code V.07.07.24) can be appointed to the professional title of rank 2 student counselor public employee (code V.07.07.23) if they pass the rank promotion examination from rank III to rank II or if other officials and public employees with equivalent ranks transfer to perform student counseling in public general educational institutions and meet the standards prescribed in Clause 2, Article 5 of Circular 11/2024/TT-BGDDT;

For rank II student counselor public employees (code V.07.07.23), they can be appointed to the professional title of rank I student counselor public employees (code V.07.07.22) if they pass the rank promotion examination from rank II to rank I or if other officials and public employees with equivalent ranks transfer to perform student counseling in public general educational institutions and meet the standards prescribed in Clause 2, Article 6 of Circular 11/2024/TT-BGDDT.
