On May 30, 2024, the Ministry of Transport issued Circular 17/2024/TT-BGTVT, which sets forth the standards and conditions for the promotion of professional titles for public employees in the transport field. This circular includes provisions regarding the standards and conditions for the promotion of professional titles for road infrastructure project management public employees in Vietnam.
Circular 17/2024/TT-BGTVT shall come into effect on July 15, 2024.
Public employees in the transport field, when being considered for promotion, must meet the following general standards and conditions:
- Meet the standards and conditions prescribed in Clause 1, Article 32 of Decree 115/2020/NĐ-CP, which regulates the recruitment, utilization, and management of public employees (amended and supplemented by Decree 85/2023/ND-CP).
- Have a corresponding vacant position for the promoted professional title.
- Be nominated for promotion by the authorized public employee in charge of managing public employees.
- Meet the minimum work experience requirement in the adjacent lower professional title, specifically as follows:
+ Public employees considered for promotion to the professional title of public employees in transport fiel grade I must have a minimum of 6 (six) years of experience in the professional title of public employees in transport fiel grade II or its equivalent, counted until the deadline for submitting promotion applications.
+ Public employees considered for promotion to the professional title of public employees in transport fiel grade II must have a minimum of 9 (nine) years of experience in the professional title of public employees in transport fiel grade III or its equivalent (excluding probation and internship periods), counted until the deadline for submitting promotion applications.

Road infrastructure project management public employees, when being considered for promotion from grade II to grade I, must not only meet the general standards and conditions for the promotion of public employees in transport fields as specified in Article 3 of Circular 17/2024/TT-BGTVT but also fulfill one of the following standards and conditions during their tenure in the grade II professional title or its equivalent in the field of road project management:
- Assume leadership in developing at least one research topic, project, plan, scientific program, or technological program at the ministerial or provincial level that has been authorized and accepted for evaluation.
- Assume leadership in developing at least two research topics, projects, plans, scientific programs, or technological programs at the grassroots level that have been authorized and accepted for evaluation.
- Serve as the head of surveying for one project in Group A or two projects in Group B that have been accepted, or act as the project manager for one project in Group A or two projects in Group B that have been accepted for use.
- Serve as the head of surveying, appraisal, design, expertise, or technical assessment for one construction project of Grade I or two construction projects of Grade II, which have been accepted, or act as the chief supervisor for one construction project of Grade I or two construction projects of Grade II, which have been accepted for use.
- Lead the preparation of investment costs for one project in Group A or two projects in Group B or one construction project of Grade I or two construction projects of Grade II, which have been accepted.
- Participate in project management for one project in Group A or two projects in Group B, which have been accepted for use, and possess one of the four professional certificates: Project Management Grade I, Construction Design Grade I, Construction Supervision Grade I, or Construction Valuation Grade I.

Similar to the promotion to Grade I, Grade II road infrastructure project management public employees must meet the general standards and conditions for the promotion of public employees in the transport field as specified in Article 3 of Circular 17/2024/TT-BGTVT. Additionally, during their tenure with the Grade III professional title or its equivalent in the field of road project management, they must fulfill one of the following standards and conditions:
- Participate in the development of at least one research topic, project, plan, scientific program, or technological program at the ministerial or provincial level that has been authorized and accepted for evaluation.
- Participate in the development of at least two research topics, projects, plans, scientific programs, or technological programs at the grassroots level that have been authorized and accepted for evaluation.
- Serve as the head of surveying for one project in Group B or two projects in Group C, which have been accepted, or act as the project manager for one project in Group B or two projects in Group C, which have been accepted for use.
- Serve as the head of surveying, appraisal, design, expertise, or technical assessment for one construction project of Grade II or two construction projects of Grade III, which have been accepted, or act as the chief supervisor for one construction project of Grade II or two construction projects of Grade III, which have been accepted for use.
- Lead the preparation of investment costs for one project in Group B or two projects in Group C or one construction project of Grade II or two construction projects of Grade III, which have been accepted.
- Participate in project management for one project in Group B or two projects in Group C, which have been accepted for use, and possess one of the four professional certificates: Project Management Grade II, Construction Design Grade II, Construction Supervision Grade II, or Construction Valuation Grade II.

Therefore, when considering promotion to Grade I or Grade II, road infrastructure project management public employees must meet both the general standards and conditions for the promotion of transportation officials and fulfill one of the standards and conditions for the promotion of road infrastructure project management public employees as specified during their tenure in Grade II, Grade III, or equivalent professional title.
