1. What are standards for the title of rank 2 student counselor public employees from November 4, 2024 in Vietnam?

According to Clauses 2 and 3 of Article 5 of Circular 11/2024/TT-BGDDT, regulations on standards of qualification, training, and professional competency for rank 2 student counselor public employees are as follows:

(1) Standards of Qualification and Training

- Hold a university degree or higher in the training fields among the following: Psychology; Social Work; Sociology; Teacher Training suitable for the education level;

- Complete the training program according to the standards of professional title for student counselor public employees as regulated.

(2) Standards of Professional Competency

- Know how to apply the policies and guidelines of the Vietnam Communist Party, the laws and regulations of the State, and the provisions of the sector into student counseling work;

- Proactively advise on the planning and implementation of student counseling activities at the school;

- Understand the psychological and physiological characteristics, health conditions of students; identify the diversity and sensitivity of the subjects needing counseling, support; recognize signs of abuse, school violence and implement appropriate prevention and response measures;

- Be capable of designing and implementing counseling programs to prevent and protect students from various forms of abuse, school violence, thereby supporting the comprehensive development of students' competencies and qualities;

- Be proficient in legal, psychological, social knowledge, and other relevant knowledge related to student counseling to apply in professional activities; have pedagogical skills and the ability to utilize information technology in their work;

- Proactively cooperate with related organizations and individuals to fulfill the tasks of student counseling and support.

Thus, the standards for the professional title of rank 2 student counselor public employees from November 4, 2024 include:

- Standards of qualification and training, for example: Hold a university degree or higher in Psychology; Complete the training program according to the standards of professional title for student counselor public employees as regulated.

2. What are the regulations on salary for a student counselor public employee in Vietnam?

According to Article 9 of Circular 11/2024/TT-BGDDT, regulations on the salary for the professional title of student counselor public employee are as follows:

- Public employees appointed to the professional title of student counselor as specified in Circular 11/2024/TT-BGDDT will be applied to the public employee salary table in Table 3 (professional salary table for officials and public employees in public service providers of the State) issued together with Decree 204/2004/ND-CP on salary policies for officials and public employees and armed forces. To be specific:

+ Professional title of rank 2 student counselor public employee (code V.07.07.24): applied with the salary coefficient of public employee type A1, from the salary coefficient of 2.34 to 4.98;

+ Professional title of rank 2 student counselor public employee (code V.07.07.23): applied with the salary coefficient of public employee type A2 (group A2.2), from the salary coefficient of 4.00 to 6.38;

+ Professional title of rank 1 student counselor public employee (code V.07.07.22): applied with the salary coefficient of public employee type A2 (group A2.1), from the salary coefficient of 4.40 to 6.78.

- The salary conversion for public employees when promoted to a higher professional title and cases of recruitment, appointment to the professional title of student counselor for officials and public employees in other specialized categories shall be carried out according to the guidance in Circular 02/2007/TT-BNV guiding salary ranking when upgrading, transferring, changing types of officials and public employees and according to current legal regulations. When implementing the new salary policy, the new salary ranking will be carried out according to the regulations of the Government of Vietnam.
