2. Standards of training and supplement education level:
a) Possess a college degree in Midwifery or higher;
b) Possess a certificate of supplementation according to the standards of the professional title of midwife or a practicing certificate for medical examination and treatment or a license to practice medical examination and treatment.
3. Standards of professional competence:
a) Understand the viewpoints, policies of the Communist Party, and laws on protecting, caring for, and enhancing people's health;
b) Perform the professional list of medical examination and treatment of the person practicing midwifery;
c) Understand principles in primary health care and reproductive health care;
d) Have competence in communication and flexible behavior, teamwork skills, and the ability to work independently.
Article 3 of Circular 02/2025/TT-BYT regulates the criteria of professional ethics for midwives as follows:
- Dedication to serving the mission of caring for, protecting, and enhancing people's health.
- Understand and correctly implement the code of conduct for public employees in the health sector.
- Practice the profession in accordance with regulations, standards, technical processes, and other legal regulations.
- Continuously study to improve professional levels and competencies.
- Be honest, objective, fair, responsible, united, respectful, and cooperative with colleagues in professional practice.
Thus, from March 1, 2025, the standards for the title of the rank IV midwife (Code: V.08.06.16) in terms of training and supplement education level and professional competence are regulated as follows:
- Standards of training and supplement education level:
+ Possess a college degree in Midwifery or higher.
+ Possess a certificate of supplementation according to the standards of the professional title of midwife or a certificate of practice in examination and treatment.
- Standards of professional competence:
+ Understand health policies and community health care.
+ Perform professional midwifery duties, reproductive and primary health care.
+ Have skills in communication, behavior, teamwork, and independent work.
According to the provisions of Clause 1, Article 10 of Circular 02/2025/TT-BYT regarding the specific duties of the the rank IV midwife position:
(1) Care for mothers, newborns, patients, and service users:
- Perform the professional duties of a person practicing midwifery consistent with the scope of expertise and training level as prescribed by the Minister of Health;
- Care for mothers, newborns, patients, and service users: assess the health status of mothers, newborns, patients, and service users, determine priority care issues for each subject, implement, and evaluate care results.
(2) Community reproductive health care:
- Examine and manage pregnancies for cases where the mother cannot reach a healthcare facility;
- Supervise and evaluate prenatal care for mothers and postnatal care for mothers and newborns at home;
- Supervise and support maternal and newborn health care activities, and family planning at the community level;
- Participate in primary health care and national targeted programs.
(3) Communication, education, and consultation on reproductive health care:
- Guide and educate on health issues before birth, during birth, after birth, gynecology, abortion, family planning, and neonatology;
- Advise, communicate, and educate on health issues before birth, during birth, after birth, gynecology, abortion, family planning, and neonatology.
(4) Use and manage medical equipment for midwifery care within the assigned professional scope;
(5) Participate in the implementation of disease prevention when assigned;
(6) Training and scientific research:
- Participate in guiding practice for learners suitable to their level and scope of professional activities;
- Participate in scientific research.
