According to Clause 3, Article 2 of Circular 02/2025/TT-BYT, the code for the professional title of medical technician is as follows:
Article 2. Code of Professional Titles for Nursing, Midwifery, Medical Technician
...
3. Medical Technician Titles include:
a) Medical Technician rank I, code: V.08.07.32;
b) Medical Technician rank II, code: V.08.07.17;
c) Medical Technician rank III, code: V.08.07.18;
d) Medical Technician rank IV, code: V.08.07.19.
Thus, according to the above regulation, the code for the professional title of rank III medical technicians is V.08.07.18.
According to Article 13 of Circular 02/2025/TT-BYT regarding the standards for the rank III medical technicians:
(1) Standards for educational qualifications and training:
- Must have a university degree in the group of medical engineering, a university degree in dental prosthetics technology, a university degree in chemistry, biology, pharmaceuticals, biotechnology, or higher;
- Must possess a certificate of training according to the standards for the professional title of medical technician or a practice certificate in medical examination and treatment or a license for medical examination and treatment.
(2) Standards for professional competence and operation:
- Must have an understanding of the perspectives, policies of the Communist Party, policies, and laws regarding the protection, care, and improvement of public health;
- Must understand individual, family, and community health and diseases, using medical engineering procedures as the basis for developing care plans and implementing safe medical interventions for patients and the community;
- Must perform professional medical examination and treatment techniques of a practitioner with a technical medical title in specialized activities;
- Must have counseling skills, health education, and effective communication with patients and the community;
- Must possess skills in training, coaching, scientific research, collaborating with colleagues, and professional development;
- Must have basic information technology skills and be able to use a foreign language (or use a minority language for public employees working in minority regions) according to job requirements.
Additionally, Article 3 of Circular 02/2025/TT-BYT provides standards on the professional ethics for medical technicians as follows:
- Dedication to serving the cause of care, protection, and improvement of the public's health.
- Understanding and adhering to the code of conduct of public employees in the health sector.
- Practicing the profession according to regulations, standards, technical processes, and other legal regulations.
- Continuously learning to enhance professional skills and competencies.
- Honesty, objectivity, fairness, responsibility, solidarity, respect, and cooperation with colleagues in the profession.
Note: Public employees applying for promotion from the professional title of rank IV medical technicians to rank III must have held the title of Medical Technician Level IV or its equivalent for at least 3 years.
In case of having held an equivalent professional title, there must be at least 1 year (12 months) of holding the rank IV medical technicians by the deadline for submitting the application for consideration for promotion.
According to Clause 1, Article 13 of Circular 02/2025/TT-BYT on the duties for rank III medical technicians:
- Perform technical professional tasks within the scope of medical examination, treatment, and prevention of a practitioner with a technical medical title that is appropriate to the training level as regulated by the Minister of Health;
- Carry out laboratory techniques appropriate for training levels in biology, biotechnology, and chemistry;
- Management of professional activities:
+ Plan for management, periodically inventory, and report on the usage of medical equipment, drugs, and chemicals within the assigned scope according to regulations;
+ Use, guide the use of, and maintain medical equipment within the scope of management; detect, report, and handle simple technical errors;
+ Participate in checking and evaluating professional activities when assigned. Organize, supervise, inspect, and be responsible for the professional activities of public employees at lower levels within the assigned scope.
- Collaborate in diagnosis and treatment:
+ Announce laboratory results, diagnostic images related to the patient to the treating physician;
+ Participate in consultations when assigned.
- Protect the rights of patients, individuals, and organizations sending test samples according to legal regulations;
- Information, communication, and health education:
+ Identify needs and content that require guidance, health education in specialized medical engineering activities;
+ Provide counseling, communication, and health education within specialized medical engineering activities.
- Execute directives on medical technical expertise, implement disease prevention and control when assigned;
- Training and scientific research:
+ Participate in compiling programs, documents, regulations, technical expertise processes; solutions to enhance medical technical quality;
+ Engage in training and fostering in the medical technical field that aligns with the qualifications and professional scope of public employees and learners;
+ Lead and participate in scientific research at ministerial, provincial, and institutional levels;
+ Attend professional medical technical conferences and seminars.
