What are standards and conditions for promotion of ranks of lower secondary school teachers in public schools in Vietnam from December 15, 2024?

On October 30, 2024, the Ministry of Education and Training of Vietnam issued Circular 13/2024/TT-BGDDT stipulating the standards and conditions for the promotion of professional titles for preschool, general school teachers, and university preparatory teachers.

Circular 13/2024/TT-BGDDT will come into effect on December 15, 2024.

What are standards and conditions for promotion to rank II for lower secondary school teachers in public schools in Vietnam from December 15, 2024?

Specifically, according to Article 7 of Circular 13/2024/TT-BGDDT, the standards and conditions for promotion to rank II for lower secondary school teachers in public schools in Vietnam (code V.07.04.31) are as follows:

- Has been appointed as a rank III lower secondary school teacher (code V.07.04.32).

- During the period holding the rank III lower secondary school teacher title or equivalent, there must be 3 consecutive years prior to the year of promotion consideration with the quality rating of "accomplished duties well" or higher; possessing good political quality, professional ethics; not under disciplinary action; and not in the period of implementing regulations related to discipline as per the Vietnam Communist Party's and legal regulations.

- Meets the training and qualification standards of a rank II lower secondary school teacher as stipulated at Point a, Clause 3, Article 4 of Circular 03/2021/TT-BGDDT concerning the codes, standards for professional titles, and salary classification of public lower secondary school teaching staff and Clause 2, Article 3 of Circular 08/2023/TT-BGDDT.

- Meets the professional capacity and competency standards for a rank II lower secondary school teacher as specified at Points a, b, c, d, dd, e, g, i, Clause 4, Article 4 of Circular 03/2021/TT-BGDDT and Clause 3, Article 3 of Circular 08/2023/TT-BGDDT.

- Meets the requirement of having held the rank III lower secondary school teacher title (including equivalent rank) for the specified period as per Clause 4, Article 3 of Circular 08/2023/TT-BGDDT. For teachers who have worked before being recruited, accepted, or in accordance with conformable laws, with mandatory social insurance, it is implemented according to the regulations of the Government of Vietnam at Point d, Clause 1, Article 32 of Decree 115/2020/ND-CP amended and supplemented by Clause 16, Article 1 of Decree 85/2023/ND-CP.

What are standards and conditions for promotion to rank I for lower secondary school teachers in public schools in Vietnam from December 15, 2024?

Regarding the standards and conditions for promotion to rank I for lower secondary school teachers in public schools in Vietnam (code V.07.04.30), they are stipulated in Article 8 of Circular 13/2024/TT-BGDDT as follows:

- Has been appointed as a rank II lower secondary school teacher (code V.07.04.31).

- During the period holding the rank II lower secondary school teacher title or equivalent, there must be 5 consecutive years prior to the year of promotion consideration with the quality rating of "accomplished duties well" or higher, including at least 2 years rated as "excellently accomplished duties"; possessing good political quality, professional ethics; not under disciplinary action; and not in the period of implementing regulations related to discipline as per the Communist Party's and legal regulations.

- Meets the training and qualification standards of a rank I lower secondary school teacher as prescribed in Clause 2, Clause 6, Article 3 of Circular 08/2023/TT-BGDDT.

- Meets the professional capacity and competency standards for a rank I lower secondary school teacher according to the requirements at Points a, b, c, d, dd, e, g, i, Clause 4, Article 5 of Circular 03/2021/TT-BGDDT and Clause 3, Article 3 of Circular 08/2023/TT-BGDDT. The competition titles and forms of commendation according to Point i, Clause 4, Article 5 of Circular 03/2021/TT-BGDDT must be achieved during the time holding the rank II lower secondary school teacher title and equivalent.

- Meets the requirement for time held in the rank II lower secondary school teacher title (including equivalent rank) as specified in Clause 7, Article 3 of Circular 08/2023/TT-BGDDT.
