What are regulations on resolution of disturbance to public order obstructing road traffic order and safety in Vietnam?

According to Article 21 of Circular 69/2024/TT-BCA, the resolution of incidents involving public disorder that obstruct road traffic order and safety is guided as follows:

- Utilize technical and professional equipment to document the event; immediately suspend the actions, confiscate weapons (if any), check identification papers of those involved, coordinate to organize emergency medical response for the injured (if any); cooperate with relevant authorities in applying professional measures as prescribed, to prevent any complicated situations concerning security and order.

- Disperse the crowd (if any).

- Draft a report recording the incident and require involved individuals to go to the nearest Police station or local authorities to resolve the matter.

- If the violator intentionally disobeys the Police's order, uses force, or threatens to use force against law execution officers, then preventive and countermeasures against such actions shall be implemented as per regulations.

Moreover, use technical and professional equipment or devices capable of recording audio and video to document the public disorder incident that obstructs road traffic order and safety. If it causes traffic congestion, handle according to the provisions in Article 17 of Circular 69/2024/TT-BCA.

In cases where the public disorder incident causing obstruction to road traffic order and safety is beyond the capability of resolution, immediately report to the unit commander for direction; at the same time, promptly notify the Police and local authorities at the scene for coordination in resolving the matter.
