According to Clause 3, Article 33 of the Vietnam Road Traffic Safety Law 2024, operators of two-wheeled mopeds, three-wheeled mopeds, and motorbikes are prohibited from performing the following acts:

- Riding side by side;

- Riding in lanes designated for pedestrians and other vehicles;

- Using umbrellas or audio devices, except for hearing aids;

- Releasing both hands; riding on one wheel with two-wheeled mopeds, motorbikes; riding on two wheels with three-wheeled mopeds, motorbikes;

- Using the vehicle to tow or push other vehicles, objects, walking pets, carrying or transporting cumbersome items; carrying people standing on the vehicle, on the luggage rack, or sitting on the handlebars; loading goods exceeding the regulated limit;

- Sitting to one side to operate the vehicle; standing or lying on the vehicle while operating it; changing drivers while the vehicle is moving; turning to face backward while operating the vehicle or operating it blindfolded; using kickstands or other objects to sweep the road while the vehicle is moving;

- Other acts causing disorder and road traffic safety issues.

Thus, according to the above regulation, operators of vehicles are absolutely prohibited from walking dogs and cats while operating motorbikes.

What are penalties for walking dogs and cats while operting motorcycles in 2025 in Vietnam according to Decree 168?

Based on Point e, Clause 3, Point b, Clause 10, and Point d, Clause 13, Article 7 of Decree 168/2024/ND-CP:

Sanctions, point deductions on the driving license for operators of motorbikes, mopeds, and similar vehicles violating road traffic rules

3. A fine ranging from 600,000 VND to 800,000 VND shall be imposed on operators of vehicles committing one of the following violations:

e) Operating or carrying a passenger on a vehicle who clings, tows, pushes another vehicle, object, leads pets, carries cumbersome items; carrying people standing on the seat, luggage rack, or sitting on the handlebars of the vehicle;

10. A fine ranging from 10,000,000 VND to 14,000,000 VND shall be imposed on operators of vehicles committing one of the following violations:

b) Violating regulations at one of the points, clauses of this Article causing traffic accidents: point a, point d, point dd, point g, point h, point i, point k Clause 1; point c, point dd, point g Clause 2; point b, point e, point g, point h, point k Clause 3; point dd Clause 4; point c, point d Clause 6; point c, point d, point dd Clause 7; point a, point b, point h, point k Clause 9 of this Article.

13. In addition to the imposed penalties, operators committing violations shall have points deducted from their driving license as follows:

d) Committing violations as specified in point b Clause 8, Clause 10 of this Article will have 10 points deducted from the driving license.

2. A fine ranging from 400,000 VND to 600,000 VND shall be imposed for one of the following violations:

a) Not complying with the instructions or signals of a traffic controller or traffic control officer;

b) Walking pets while operating or sitting on road traffic vehicles;

According to the above regulations, the penalty for walking dogs and cats while operating motorbikes in 2025 is as follows:

- A fine ranging from 400,000 VND to 600,000 VND for the act of walking dogs and cats while operating motorbikes or sitting on road traffic vehicles;

- A fine ranging from 600,000 VND to 800,000 VND for the case where the operator of the vehicle walks the dogs or cats or carries a person on the vehicle who walks the dogs or cats. If it causes a traffic accident, the fine will increase to between 10,000,000 VND and 14,000,000 VND and will result in a deduction of 10 points from the driving license.
