According to Article 10 of Decree 168/2024/ND-CP on penalties for pedestrians violating road traffic rules:

Article 10. Penalties for Pedestrians Violating Road Traffic Rules

1. A fine ranging from 150,000 VND to 250,000 VND shall be imposed on pedestrians committing any of the following violations:

a) Not walking on the designated part of the road; crossing the median strip; crossing the street at improper places; crossing the street without signaling by hand as required;

b) Failing to comply with the orders or instructions of traffic signals, signs, or markings, except for violations specified in point a, clause 2 of this Article;

c) Failing to comply with the instructions or guidance of traffic controllers or traffic enforcers.

2. A fine ranging from 400,000 VND to 600,000 VND shall be imposed on pedestrians committing any of the following violations:

a) Entering the expressway, except for individuals involved in expressway management or maintenance;

b) Carrying bulky items that obstruct traffic;

c) Clinging to or hanging onto moving vehicles.

Therefore, the penalty for pedestrians running a red light in 2025 ranges from 150,000 VND to 250,000 VND. Additionally, pedestrians need to raise their hands when crossing the street to ensure safety and comply with the law.

What regulations must pedestrians comply with when participating in traffic in Vietnam?

Pedestrians participating in traffic must comply with the regulations in clause 1, Article 30 of the Road Traffic Order and Safety Law 2024 as follows:

Article 30. Pedestrians; children, pregnant women, the elderly, the disabled, people with impaired legal capacity participating in road traffic

1. Pedestrians must comply with the following regulations:

a) Must walk on the sidewalk, roadside, or pedestrian-designated roads. In case roads have no sidewalk, roadside, or pedestrian-designated paths, pedestrians must walk along the right edge of the road in their direction;

b) Only cross the street at places with traffic signals, markings, or pedestrian bridges, underpasses, and must comply with traffic signals and road signs. In case there are no traffic signals, markings, bridges, or underpasses for pedestrians, they must observe oncoming vehicles and only cross when safe, signaling by hand when crossing;

c) Must not cross the median strip, nor cling to or hang onto moving road vehicles; when carrying bulky items, they must ensure safety and not obstruct other road users and vehicles.

Thus, from 2025, pedestrians participating in traffic must comply with the following regulations:

- Must walk on the sidewalk, roadside, or pedestrian-designated roads. If there are no such paths, they must walk along the right edge of the road in their direction;

- Only cross the street at places with traffic signals, markings, or pedestrian bridges, underpasses, and must comply with traffic signals and road signs. If these are absent, they must observe passing vehicles, only crossing when safe, signaling by hand;

- Must not cross the median strip or cling to moving vehicles; when carrying bulky items, they must ensure safety and not obstruct other road users and vehicles.

How should pedestrians move when crossing ferries or floating bridges in Vietnam?

According to clauses 3 and 4 of Article 23 of the Road Traffic Order and Safety Law 2024, pedestrians shall move as follows when crossing ferries or floating bridges:

(1) When crossing a ferry, the following regulations must be observed:

- When vehicles are boarding, on the ferry, and disembarking, individuals must not remain on vehicles, except for drivers, operators of specialized vehicles, children, pregnant women, the elderly, the disabled, or the sick;

- When disembarking, motor vehicles and specialized vehicles disembark first, followed by non-motorized vehicles and pedestrians; when boarding, pedestrians board first, followed by other road vehicles under the guidance of traffic controllers.

(2) When crossing a floating bridge, the following regulations must be observed:

- Motor vehicles and specialized vehicles must proceed in a single line along the direction of travel, not obstructing other road users and vehicles moving in the opposite direction;

- Non-motorized vehicles and pedestrians must proceed along the right side in their direction, not obstructing motor vehicles and specialized vehicles;

- All vehicles and pedestrians must comply with the guidance of traffic controllers.
