On January 22, 2025, the Minister of Finance issued Circular 03/2025/TT-BTC guiding financial policies in asset auction activities; stipulating the collection, expenditure, management, and use of money from selling dossiers to participate in land use rights auctions and deposits of auction participants not refunded as prescribed by law on asset auctions.
Clause 1 of Article 6 of Circular 03/2025/TT-BTC stipulates the fees for selling dossiers to participate in land use rights auctions as follows:
(1) For homestead land for individuals:

According to Article 7 of Circular 03/2025/TT-BTC regarding the collection, spending, management, and use of money from selling dossier invitations for auctions:
Article 7. Collection, spending, management, and use of money from selling dossiers for auctions
1. In the case where the property owner hires an asset auctioning practice organization to conduct the auction: The asset auctioning practice organization is responsible for selling and collecting money from the sale of dossier invitations for auctions. The proceeds belong to the asset auctioning practice organization. The management and use of this money are carried out in accordance with Article 3 of this Circular.
2. In the case where the property owner establishes an Asset Auction Council to conduct the auction: The Asset Auction Council is responsible for selling and collecting money from the sale of dossier invitations for auctions. The proceeds belong to the property owner of the auction. The management and use of this money are carried out in accordance with Clause 2, Article 5 of this Circular.
3. For organizations that handle or sell bad debts by self-conducted asset auctions as stipulated in Clause 2, Article 64 of the Law on Asset Auctions: The organization responsible for selling bad debts must collect money from the sale of dossier invitations for auctions. Management and use of this money are carried out as stipulated in Clause 5, Article 5 of this Circular.
4. The use of invoices and vouchers when selling dossiers to participate in land use rights auctions as stipulated in Clauses 1, 2, and 3 of this Article must comply with the provisions of the law on invoices and vouchers.
For the case of direct payment for the purchase of a dossier, the time of issuing the invoice for selling dossiers to participate in land use rights auctions must comply with the provisions of the law on invoices and vouchers but must be no later than the time of closing the sale of dossier invitations.
For the case of electronic payment for the purchase of a dossier, the transaction must be completed prior to the closing of the sale of dossier invitations. The time of issuing the invoice for selling dossiers to participate in land use rights auctions must comply with the provisions of the law on invoices and vouchers but can be conducted no later than the last day of the sale of dossiers.
The collection, spending, management, and use of funds from the sale of dossiers to participate in land use rights auctions are regulated. To be specific:
- In cases where the asset auctioning practice organization conducts auctions, this organization has the responsibility to sell and collect the proceeds from the sale of dossiers, owning and managing them as per Article 3 of Circular 03/2025/TT-BTC.
- If an Asset Auction Council is established to organize an auction, the proceeds from dossier sales belong to the asset owner and are managed as per Clause 2, Article 5 of Circular 03/2025/TT-BTC.
- For organizations handling the sale of bad debts through self-conducted asset auctions, they are responsible for collecting the proceeds from dossier sales and using them as per Clause 5, Article 5 of Circular 03/2025/TT-BTC.
Additionally, the use of invoices and vouchers must comply with legal regulations.
