The Minister of Education and Training of Vietnam has issued Circular 30/2024/TT-BGDDT on December 30, 2024, promulgating the Regulation on Admission to Lower Secondary Schools and Admission to Upper Secondary Schools.

What are latest procedures for high school admission in 2025 in Vietnam according to Circular 30/2024?

According to the provisions of Article 12 of the Regulation on Admission to Lower Secondary Schools and Admission to Upper Secondary Schools issued together with Circular 30/2024/TT-BGDDT, the specific procedures for upper secondary school admission in Vietnam are as follows:

(1) The Chairman of the People's Committee of the province, central-affiliated city (hereinafter referred to as the provincial People's Committee) approves the upper secondary school admission plan. The upper secondary school admission plan includes the following basic contents: admission objects; targets and admission areas; admission methods; direct admission policies, priorities, and incentives; the admission review period and announcement of admission results. The upper secondary school admission plan is announced before March 31 each year.

For upper secondary schools under the Ministry of Education and Training, universities, research institutes, the upper secondary school admission plan is decided directly by the Minister of Education and Training, University Director, University Rector, Institute Director, after consultation with the Department of Education and Training where the school is headquartered.

(2) Based on the approved upper secondary school admission plan, the upper secondary school admission council develops and publicly announces the school's admission plan; organizes the registration for admissions, and receives and prepares the admission registration content.

(3) The upper secondary school admission council organizes the admission according to the approved admission plan; proposes the list of admitted students to the school principal to submit to the Director of the Department of Education and Training for approval.

For upper secondary schools under the Ministry of Education and Training, universities, research institutes, the list of admitted students is approved directly by the Minister of Education and Training, University Director, University Rector, Institute Director.

Thus, the process for upper secondary school admission in 2025 is prescribed as follows:

- Approval of the admission plan: The provincial People's Committee Chairman approves the admission plan, including objects, targets, admission methods, direct admission policies, and the announcement time of the results, before March 31 each year.

- Announcement of the plan and registration for admission: The admission council publicly announces the admission plan, organizes registration and receives student applications.

- Organizing admission and approving results: The admission council organizes admission according to the approved plan, proposes the list of admitted students for the Principal and Director of Department of Education and Training to approve.

What are the latest methods for admission to grade 10 in 2025 in Vietnam according to Circular 30/2024?

The latest methods for admission to grade 10 in 2025 are stipulated in Article 9 of the Regulation on Admission to Lower Secondary Schools and Admission to Upper Secondary Schools issued together with Circular 30/2024/TT-BGDDT as follows:

Article 9. Upper Secondary School Admission Method

1. Annually organize one (1) upper secondary school admission.

2. Upper secondary school admission is organized by choosing one (1) of three (3) methods: evaluation, examination, or a combination of examination and evaluation.

a) Evaluation: The evaluation basis is the training results and study results of school years according to the lower secondary curriculum or continuing education lower secondary curriculum of the admission objects. If a student repeats a class, the result of the repeated year is considered.

b) Examination: Conducted according to the provisions of Article 13 of this Regulation.

c) Combination of examination and evaluation: Combine according to the provisions of point a and point b of this clause.

Thus, the admission to grade 10 in 2025 is organized by choosing one of the three methods: evaluation, examination, or a combination of examination and evaluation, specifically:

+ Evaluation: The basis for evaluation is the training results and academic results of school years according to the lower secondary curriculum or the continuing education curriculum for lower secondary of the admission objects. If a student repeats any class, the repeat year’s result is considered.

+ Examination: Conducted according to the provisions in Article 13 of the Regulation issued with Circular 30/2024/TT-BGDDT.

+ Combination of examination and evaluation: Execute by combining the above methods of examination and evaluation.

Note: Annually organize one (1) upper secondary school admission.
