According to Clause 1, Article 25 of Decree 29/2024/ND-CP regarding the Director of the Department and equivalent positions:

Article 25. Director of the Department and equivalent positions

1. The Director of the Department and equivalent positions are the leaders at the departmental level, leading, managing, and organizing the execution of the state management functions and duties over sectors and fields within the jurisdiction of the province or central-affiliated city, and performing other tasks assigned by competent authorities; they are directly responsible to the People's Committee at provincial level, the Chairman of the People's Committee at provincial level, and concurrently responsible for state management of sectors and fields before the Minister of the sector managing department and the law regarding the assigned roles and tasks.

Hence, the Director of the Department and equivalent positions are the leaders at the departmental level, leading, managing, and organizing the execution of the state management functions and duties over sectors and fields within the jurisdiction of the province or central-affiliated city, and performing other tasks assigned by competent authorities.

What are general standards of competence and reputation for Directors of Departments and equivalents in Vietnam?

As prescribed in Article 7 of Decree 29/2024/ND-CP regarding general standards on competence and reputation applicable to official leadership, management positions:

- Possess innovative thinking, scientific working methods; have the ability to aggregate, analyze and forecast.

- Be well-versed in the content of state management and legal regulations related to the sector, field; have the capability to identify limitations, inadequacies in practice, and propose solutions to address them.

- Have the capacity to implement the guidelines, policies of the Communist Party and organize the implementation of legal regulations.

- Possess the ability to unite and harness the collective, individual strength; be dynamic, creative, willing to take risks, and accountable for the common good; have outstanding achievements and specific products relevant to the planned appointment standards.

- Possess leadership, directive, and organizational skills to deploy the implementation of professional work.

What are the standards for the position of Director of the Department in Vietnam in 2025?

According to Clause 2, Article 25 of Decree 29/2024/ND-CP, the Director of the Department must meet the general standards corresponding to Section 1, Chapter II of this Decree and the following regulations:

Article 25. Director of the Department and equivalent positions

2. Meet the general standards corresponding to Section 1, Chapter II of this Decree and the following regulations:

a) Have profound understanding of state management, legal knowledge of the management sector, field, and the specific regulations applied locally;

b) Possess the capacity to: Advise, direct effective implementation of central government legal documents; advise on the construction of legal documents related to the sector, field applied locally; direct the construction of periodic and annual work plans for the sector, field locally; direct or directly address complex, difficult issues within the sector, field locally; implement administrative reform, public service policies, officials in the locality; direct the execution of inspections, examinations, handling according to legal regulations; address petitions, complaints, denunciations of organizations and citizens under the jurisdiction; advise leadership on cooperation with central agencies; direct consistent, unified, effective implementation of the Party's policies and law throughout the province;

c) Currently hold the position of Deputy Director of the Department or equivalent position or title as stipulated by competent authority according to staff management decentralization.

Thus, in 2025, the standards for the position of Director of the Department are stipulated as follows: The Director of the Department must have a profound understanding of state management, be well-versed in the law of the management sector, field, and specific regulations locally. Furthermore, individuals holding this position must possess the ability to advise, direct the execution of legal documents, construct work plans, address complex issues, and effectively implement administrative reforms. Additionally, candidates must currently hold the position of Deputy Director of the Department or equivalent position as stipulated by competent authority.
