Recently, the Ministry of Finance of Vietnam issued Circular 73/2024/TT-BTC on October 21, 2024, stipulating the fees, exemptions, and collection policies for the issuance, replaccement, and reissuance of identity cards. It also specifies cases eligible for fee exemptions when replacing or reissuing identity cards.
According to Article 5 of Circular 73/2024/TT-BTC, the cases eligible for fee exemption are prescribed as follows:
Article 5. Cases of Fee Exemption
Fee exemption for replacing or reissuing identity cards is applicable in the following cases:
1. Children as stipulated in the Law on Children; elderly persons as stipulated in the Law on Elderly People; persons with disabilities as stipulated in the Law on People with Disabilities.
2. Persons who have been recognized for their contributions to the revolution and their relatives as stipulated in the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution.
3. Ethnic minorities residing in communes with extremely difficult socio-economic conditions; citizens residing permanently in border communes; citizens residing permanently in island districts; citizens belonging to poor households as defined by law.
Thus, the cases eligible for a fee exemption when replacing or reissuing identity cards include:
- Children under the age of 16; elderly persons 60 years or older; persons with disabilities having physical or functional impairments resulting in difficulties in labor, living, or studying.
- Persons who have contributed to the revolution and their relatives.
- Ethnic minorities residing in communes with extremely difficult socio-economic conditions; citizens permanently residing in border communes; citizens permanently residing in island districts; citizens belonging to poor households.
According to Article 4 of Circular 73/2024/TT-BTC, the fee rates for replacing or reissuing identity cards are stipulated as follows:
(1) The fee rates for replacing or reissuing identity cards are as follows:
- Exchange of citizen identification cards for identity cards as prescribed in Clause 3, Article 21 of Decree 70/2024/ND-CP: 30,000 VND per identity card;
- replaccement of identity cards in cases prescribed in Clause 1, Article 24 of the Law on Identity Cards 2023: 50,000 VND per identity card;
- Reissuance of identity cards in cases prescribed in Clause 2, Article 24 of the Law on Identity Cards 2023: 70,000 VND per identity card.
(2) From the effective date of Circular 73/2024/TT-BTC (October 21, 2024) until December 31, 2024, the fee for replacing or reissuing identity cards is 50% of the fee rates specified in section (1) of this article. Starting from January 1, 2025, the fee rates specified in section (1) of this article will be applied, except for cases specified in section (3) of this article.
(3) From January 1, 2025, to December 31, 2025, the fee for replacing or reissuing identity cards via online application is 50% of the fee rates specified in section (1) of this article. From January 1, 2026, onward, the fee rates specified in section (1) of this article will apply.
According to Article 21 of Decree 70/2024/ND-CP, the issuance, replaccement, and reissuance of identity cards can be conducted through the National Public Service Portal, the Ministry of Public Security’s Public Service Portal, and the VNeID. To be specific:
- Citizens select the procedure, check their information in the National Population Database. If the information is accurate, they register the time and the identification management authority to carry out the procedure; the system will confirm and automatically forward the citizen's request to the identification management authority where the citizen requests the issuance, replaccement, or reissuance of identity cards;
Citizens arrive at the identification management authority at the registered time and place to carry out the issuance, replaccement, or reissuance procedure following the procedures at the identification management authority as mentioned above;
- In cases of lost or unusable identity cards, citizens choose the reissuance procedure, check their information in the National Population Database. If the information is accurate, they confirm the forwarding of the reissuance request to the identification management authority for consideration and reissuance of the identity card as prescribed in Clause 4, Article 25 of the Law on Identity Cards 2023;
- In cases where a legal representative performs the procedure for issuing, replacing or reissuing identity cards for a child under 6 years old, they choose the procedure, check the information of the child in the National Population Database. If the information is accurate, the legal representative confirms the forwarding of the request to the identification management authority for consideration and resolution of the issuance, replaccement, or reissuance of identity cards.
(3) In cases of exchanging citizen identification cards for identity cards or replacing identity cards, the recipient is responsible for collecting the ID card, citizen ID card, or current identity card.
(4) If a citizen does not arrive at the agreed time and place to carry out the procedure for issuing, replacing, or reissuing identity cards with the identification management authority, the system handling the citizen's request will automatically cancel the scheduled appointment after the working day. If the citizen continues to need issuance, replaccement, or reissuance of identity cards, they must reschedule.
