Vietnam's Resolution 85/NQ-CP: The list of officials who commit disruptive acts in administrative procedures to make public

At Vietnam's Government-local online conference and the Government's regular meeting in June 2022, Resolution 85/NQ-CP dated 9/7/2022 stipulates the publication of the list of agencies, units, cadres, civil servants, and public employees who have delayed or delayed processing of dossiers or committed acts of harassment or negativity on the portals of ministries, branches, and localities monthly.

Regarding the direction on tasks and key solutions in the last 6 months of 2022, the administrative reform, business environment improvement, and national competitiveness improvement; implementation of the Program to reduce and simplify regulations related to business activities according to Resolution 68/NQ-CP are mentioned as follows:

- Ministries, agencies, and localities urgently perform the assigned tasks to be completed in 2022 in Resolution 76/NQ-CP dated 15/7/2021 and Decision 42/QD-BCDCCHC dated 6/4/2022, which promulgates the Operational Plan of the Government's Administrative Reform Steering Committee.

- Ministries, agencies and localities closely follow the tasks assigned in Resolution 02/NQ-CP dated January 10, 2022 and relevant resolutions of the government on improving the business environment, enhancing national competitiveness, closely monitoring international rankings for solutions to substantively improve the absolute scores and rankings of the functional index groups, and assigned tasks; in which it is noted that the indicators that Vietnam's statistics are different from the international ones for updating in accordance with international practices.

-  In terms of business regulation reform, Ministers, heads of ministerial-level agencies, and the General Director of Vietnam Social Insurance must focus on directing and taking responsibility for the following specific tasks in front of the Government and Prime Minister:

+ Promulgate, within its competence, or to submit to competent authorities for immediate implementation, the Prime Minister-approved plan for reducing and simplifying business regulations.

according to the principle that one document corrects many documents and according to the order and shortened procedures, completed in 9 months of 2022 for documents under the authority of the government, Prime Minister, Ministers, and Heads of ministerial-level agencies. submitting to the Prime Minister for consideration and approval a plan to reduce and simplify business regulations in 2022 before September 30, 2022.

+ Publicize business regulations fully, accurately, and promptly; review results, compliance costs, and plans to reduce or simplify business regulations that are expected to be submitted to the Prime Minister or have already been approved by the Prime Minister for inclusion in the Business Regulation Consultation and Lookup Portal; strengthen centralized consultation on this system; direct, operate, and evaluate business regulation reform efforts using data and real-time information.

- Regarding the reform of the implementation of administrative procedures, ministers, heads of ministerial-level agencies, the General Director of Vietnam Social Insurance, and Presidents of provincial-level People's Committees are responsible for directing functional units.

+ Carry out business process restructuring for administrative procedures within the scope of competence; digitize and reuse the results of digitization of records, papers, and settlement results in the receipt and settlement of administrative procedures under the receiving competence at ministerial and provincial levels by June 1, 2022; focus on implementing 25 essential public services by July 1, 2022 at the request of the government

+ Every month, publicize the list of agencies, units, cadres, civil servants, and public employees who have delayed or delayed processing of dossiers or committed acts of harassment or negativity on the portal of ministries, branches, and localities; promptly handle difficulties, inadequacies, reward and discipline cadres, civil servants, and public employees in performing administrative procedures, providing public services, ensuring the strengthening of administrative discipline and discipline, and improving service quality for people and businesses.

- The Government Office urgently submits to the Prime Minister for promulgation the Decision on Business Regulation Consultancy and Lookup Portal in July 2022; periodically evaluates efforts to reform business regulations and implement administrative procedures; and provides public services to people and businesses at ministries, branches, and localities.
