On August 31, 2022, the Ministry of Home Affairs of Vietnam issued Circular 07/2022/TT-BNV stipulating titles, codes, standards for professional titles, exams, or considering promotion, appointment, and salary arrangement of specialized archival staff.
Circular 07 has removed the conditions on foreign language and informatics certificates in the standards for training and fostering qualifications of archival officers compared to the provisions in Circular 13/2014/TT-BNV on October 31, 2022.
However, the standards of professional capacity and professional competence stipulate that the main archivist (Code: V.01.02.01) and the archivist (Code: V.01.02.02) must have skills in using information technology, database management, and using foreign languages (or ethnic languages for officials working in ethnic minority areas) as required by the working position.
Officials specializing in archiving must meet the standards of training and retraining, as follows:
- For the main archivist and archivist:
A university graduate or higher in archiving is required. If you graduate from a university or higher in another discipline, you must have a certificate of training in archival skills issued by a competent training institution or a college or intermediate diploma in archival discipline.
- For mid-level archivists:
high school diploma or higher in archiving is required. If you graduated from an intermediate level or higher in another discipline, you must have a certificate of archival training issued by a competent training institution.
Circular 07/2022/TT-BNV takes effect from October 15, 2022; Circular 13/2014/TT-BNV dated October 31, 2014 and Circular 08/2015/TT-BNV dated December 28, 2015 are annulled.
