On September 15, 2022, the Deputy Prime Minister signed Decision 1085/QD-TTg promulgating the Plan to review and simplify internal administrative procedures in the State administrative system for the period of 2022–2025.
According to Decision 1085/QD-TTg, the Plan sets out the following objectives:
Before April 1, 2023, 100% of internal administrative procedures under the management of ministries, agencies, and localities shall be counted and announced (for the first time); 100% of internal administrative procedures between state administrative agencies are publicized on the National Database of Administrative Procedures.
- For internal administrative procedures between state administrative agencies:
Before January 1, 2025, 100% of internal administrative procedures under the management of ministries and ministerial-level agencies shall be reviewed and simplified; ensure the reduction of at least 20% of administrative procedures and 20% of administrative procedures compliance costs. In which:
+ Before October 1, 2023: Ministries and ministerial-level agencies shall assume the prime responsibility for reviewing and submitting to the Prime Minister for approval the plan to reduce and simplify internal administrative procedures in the key areas prioritized for review, simplified in the Appendix issued with this Plan.
+ Before January 1, 2024: Ministries and ministerial-level agencies shall take charge of reviewing and submitting to the Prime Minister for approval the simplification plan for at least 50% of internal administrative procedures under their management.
+ Before January 1, 2025: Ministries and ministerial-level agencies shall take charge of reviewing and submitting to the Prime Minister for approval the simplification plan for 100% of internal administrative procedures under their management.
- For internal administrative procedures within a ministry, agency, or locality:
Before January 1, 2025, 100% of internal administrative procedures under the management of ministries, agencies, and localities shall be reviewed and simplified; ensure the reduction of at least 20% of administrative procedures and 20% of administrative procedure compliance costs. In which:
+ Before January 1, 2024: Ministries, agencies, and localities shall review and approve the simplification plan for at least 50% of internal administrative procedures under their management.
+ Before January 1, 2025: Ministries, agencies, and localities shall review and approve the simplification plan for 100% of internal administrative procedures under their management.
- Ministries and ministerial-level agencies:
- To make statistics, review, submit to the Prime Minister for approval and organize the implementation, the plan to simplify internal administrative procedures among state administrative agencies is specified in documents issued by ministries and advisory agencies under their authority.
- To make statistics, review, approve and implement the plan to simplify internal administrative procedures within the ministry or agency specified in the documents promulgated by the ministry or agency according to its competence.
- People's Committees of provinces and centrally run cities (provincial People's Committees):
Statistics, review, approval and implementation of the plan to simplify internal administrative procedures in the province (including: administrative procedures between state administrative agencies at all levels in the province; administrative procedures between departments, branches, and equivalents under the People's Committee of the province at all levels in the province) promulgated by the People's Committee/Chairman of the People's Committee of the province according to its authority
Decision 1085/QD-TTg takes effect from the date of signing and promulgation.
