Vietnam: Merger of Hanoi University of Internal Affairs with National Academy of Public Administration

The Government has just issued Decree 63/2022/ND-CP defining the functions, tasks, powers and organizational structure of the Ministry of Home Affairs.

Merger 1 university, cut 2 Departments

According to Decree 63, the Hanoi University of Internal Affairs will continue to carry out its functions, duties, and powers until the Prime Minister issues an order defining the functions, tasks, powers, and organizational structure of the Vietnam National Academy of Public Administration.

Thus, when the Prime Minister promulgates the decision stipulating the functions, tasks, powers, and organizational structure of the National Academy of Public Administration, the existence of the Hanoi University of Internal Affairs will be officially terminated. by merging into the Vietnam National Academy of Public Administration.

In addition, the Ministry of Home Affairs has cut two cases, including the Department of Training and Fostering Cadres, civil servants and public employees, and the General Department.

The Department of Training and Retraining of Cadres, Civil Servants, and Public Employees and the General Department continue to perform their functions, duties, and powers until the Minister of Home Affairs completes the transfer of functions, tasks, and personnel arrangement of the unit according to the Scheme on arrangement and consolidation of the Departments under the Ministry of Home Affairs enclosed with Report 3500/TTr-BNV July 26, 2022.

8. The Legal Affairs Department.

9. The Planning and Finance Department.

10. The Youth Affairs Department.

11. The Organization and Personnel Department.

12. The Inspectorate.

13. The Office.

14. The State Records Management and Archives Department of Vietnam.

15. The Central Emulation and Commendation Committee.

16. The Government Committee for Religious Affairs.

- Public service units, assisting the Minister in performing state management functions, includes:

17. The National Academy of Public Administration.

18. The State Organization Science Institute.

19. The State Organization Journal.

20. The Information Center.

Decree 63/2022/ND-CP takes effect on September 15, 2022 and replaces Decree 34/2017/ND-CP.
