Vietnam: Fees for exploiting information in the national population database from September 17, 2022

I read in the newspaper that there is a regulation on charging fees when requesting to verify citizen information by text message in Vietnam. So how much is this fee and how is it applied? "Ha Anh-Hanoi"

The Ministry of Finance has just issued Circular 48/2022/TT-BTC dated August 3, 2022 on the collection rate, mode of collection, payment, management, and use of fees for exploitation and use of information in National population database.

According to the provisions of Circular 48, the fee payer is an agency, organization, or individual that falls into the case specified at Point c, Clause 2, Article 10 of the Law on Citizen Identification. They can request to exploit, use the information in National population database provided by competent authorities in accordance with the law.

In addition, toll collection organizations include: Police Department for administrative management of social order (Ministry of Public Security), Police Department for administrative management of social order, provincial police, district police and Commune police.

In addition, this Circular also stipulates the fees for verifying citizen information and exploiting information results as follows:

Section I: Fees for citizen information verification and information extraction

The fees for verifying citizen information and exploiting information results are applied as follows:

- From September 17, 2022 to the end of December 31, 2023: The charge rate will be equal to 50% of the fee rate specified in Section I Appendix fees for exploitation and use of information in the National Population Database, promulgated together with this Circular.

- From January 1, 2024 onwards: The fee rate specified in Section I of the Appendix on fees for exploitation and use of information in the National Population Database issued together with this Circular will be applied.

- Fees for utilizing statistical findings; fees for utilizing statistical and analysis findings; Fees for exploitation of statistical, analytical and forecasting results: The fee rates specified in the Appendix on fees for exploitation and use of information in the National Population Database issued with this Circular shall be applied.
