To strengthen tax collection management for e-commerce activities in Vietnam

Currently, in Vietnam, doing business on e-commerce platforms is very popular. So, what are the ways to collect corporate income tax and personal income tax from these businesses? "Mai Anh-Hanoi, Vietnam"

Recently, on October 1, 2022, the Prime Minister of Vietnam issued Official Dispatch 889/CD-TTg on improving the efficiency of tax collection management with e-commerce and digital business activities.

In order to continue to promote and improve the efficiency of tax collection management for e-commerce activities and businesses on digital platforms, the Prime Minister requested the Ministry of Finance to assume the prime responsibility and urgently coordinate with the Ministry of Finance and agencies to perform the following tasks:

- Synchronously deploy solutions to implement the Tax System Reform Strategy to 2030 in Decision 508/QD-TTg dated April 23, 2022, including solutions to strengthen tax administration for business activities. E-commerce as a means of perfecting tax management institutions in new economic production and business activities; digital economy, sharing economy, smart production, cross-border transactions...

- Strengthen propaganda and support taxpayers who are e-commerce business individuals to declare and pay taxes according to regulations; coordinate and guide foreign suppliers to comply with the law when doing business in Vietnam.

- Build a tax management database for e-commerce; apply modern technologies and risk management methods to e-commerce activities; do business on digital platforms.

- Continue to coordinate, exchange, and connect information and share data with relevant ministries and agencies; complete the amendment of policies and laws to strengthen tax administration for e-commerce and cross-border business activities.

- Research and develop content to participate in the negotiation of multilateral agreements on taxing rights for income from the digital economy.

In addition, the Prime Minister requested the People's Committees of provinces and centrally run cities to perform the following tasks:

- Continue to strengthen the direction and coordination with tax authorities at all levels in tax administration for e-commerce activities in the locality; direct the local tax authorities together with local departments, agencies, and sectors to review and implement measures to strengthen tax administration for e-commerce activities.

- Direct local departments and agencies to coordinate with tax authorities in deploying e-invoices created from cash registers and implementing measures to encourage people and businesses to use e-invoices to create civilized consumption habits.
