From May 10, 2023, the State management agency in charge of education will not require the presentation of household registration books or paper temporary residence books when carrying out educational procedures. This is the outstanding content according to Directive 733/CT-BGDDT issued by the Ministry of Education and Training of Vietnam.
At the same time, this Directive also has the following notable contents:
Subjects:
+ Cadres, civil servants, and public employees at all levels of education management;
+ Teachers, lecturers, and staff in preschool, general education, continuing education institutions, higher education institutions, and pedagogical colleges;
+ The relevant units must thoroughly grasp and implement seriously and timely.
According to Directive 733/CT-BGDDT, amending the requirement to present household registration books and paper temporary residence books at the State management agency in charge of education, as follows:
- The state management agency in charge of education at all levels strictly implements not stipulating (or requiring) individuals and organizations to submit or produce a paper household registration book or temporary residence book in addition to the required documents when performing administrative procedures and providing public services in the field of education.
- Localities and educational institutions have connected to the National Database on Population, ensuring conditions to exploit and use information about the population, individuals and organizations are not required to submit or present other papers to prove their residence information such as certificate of residence information, personal identification number notification, etc., when performing administrative procedures, public services in the field of education.
- Strengthen the direction and guidance of preschool, general education institutions, continuing education institutions, higher education institutions, pedagogical colleges and relevant units strictly do not require individuals and organizations to submit or produce paper household registration books and temporary residence books when receiving and handling administrative procedures and public services in the field of education.
- Promote propaganda to civil servants, officials at all levels of education management, teachers, lecturers, and staff in preschool, general education, continuing education institutions, higher education institutions, pedagogical colleges, and relevant units that may not require individuals or organizations to submit or present paper household registration books or temporary residence books when performing administrative procedures and public services in the field of education.
- At the same time, publicly post administrative procedures at agencies and units that are responsible for directly receiving and handling administrative procedures in localities, educational institutions to let people know that it is not required to submit or present a paper household registration book or temporary residence book when performing administrative procedures and providing public services in the field of education.
In fact, there are still many localities and educational institutions that require individuals and organizations to submit or present household registration books and temporary residence books when performing administrative procedures and public services in the field of education, which causes trouble for individuals and organizations.
According to Directive 733/CT-BGDDT on promptly handling violations of regulations on canceling the requirement to submit and present paper household registration books and temporary residence books, specifically:
- The Director of the Department of Education and Training shall direct and organize the inspection and timely handling of violations against regulations on the cancellation of the requirement to submit and present household registration books and temporary residence books when receiving and handling administrative procedures and public services in the field of education.
Simultaneously:
- The Information Technology Department shall assume the prime responsibility for reviewing and upgrading the information systems for handling administrative procedures of the Ministry, ensuring complete connection and integration with the National Population Database.
- Offices and units under the Ministry shall assume the prime responsibility for handling administrative procedures under the jurisdiction of the Ministry of Education and Training and coordinate with the Information Technology Department to restructure the process and complete internal processes to organize the exploitation and use of information on residence to serve administrative procedures and public services without requiring individuals or organizations to present or submit household registration books or temporary residence books and proof of residency.
