In order to solve difficulties and problems effectively, Decision 06/QD-TTg dated January 6, 2022, of the Prime Minister approved the project on the development of population data applications and electronic identification for national digital transformation in the period of 2022–2025, and to 2030. The Ministry of Public Security proposes the following solutions:
Supplementing regulations on certain information for Vietnamese citizens and stateless people living and permanently settling in Vietnam in the National Population Database and the Identity Database.
Specifically,
- Adding certain information to the National Population Database, including: citizens' identity card numbers, date of issue, place of issue; guardians, wards; policy information; information about stateless people who have lived stably and permanently in Vietnam (people of Vietnamese origin who were born in Vietnam or people of Vietnamese origin who were born abroad but returned to Vietnam to live for 5 years or more).
- Modify Citizens' Identity Database into the Identity Database.
- Adding certain information to the Identity Database, including: biometric information (iris, DNA, voice); information about stateless people who have lived stably and permanently in Vietnam (people of Vietnamese origin who were born in Vietnam or people of Vietnamese origin who were born abroad but returned to Vietnam to live for 5 years or more); electronic identity accounts of Vietnamese citizens (with or without).
In addition, the Ministry of Public Security of Vietnam also proposes to issue citizen identification cards to people under 14 years of age:
Specifically, cases which shall be adjusted include:
- Supplementing regulations on the issuance of citizen identity cards to citizens who are children under 14 years old (currently there are about 20 million people);
For new-born children, the issuance of citizen identification cards is carried out concurrently with the interconnected procedures for birth registration.
