1. The Ministry of Education and Training to officially confirm 4 options for high school graduation exams since 2025 in Vietnam

According to Resolution 144/NQ-CP Government meeting regularly in August 2023, the Government has requested the Ministry of Education and Training to soon research and publish the plan for the high school graduation exam in 2025 to ensure compactness, effectiveness, practicality, reduce pressure, reduce costs, and create social consensus.

The Ministry of Education and Training has collected comments on three options to organize this exam since 2025. In all three options, students will take two subjects among the selection subjects but differ in the number of subjects in the compulsory subject group.

Specifically:

- Option 1, students will take 6 subjects, including 4 compulsory subjects and two selection subjects.

- Option 2, students will take 5 subjects, including three compulsory subjects (Math, Literature, Foreign Language) and two selection subjects.

- Option 3, students will take 4 subjects, including two compulsory subjects (Math, Literature) and two selection subjects.

According to the survey results of the Ministry of Education and Training, the four-subject exam plan has a higher selection rate than the remaining options.

On November 28, 2023, the Ministry of Education and Training issued Decision 4068/QD-BGDĐT on approving the "Exam organization plan and the recognition of high school graduation from 2025" specifically:

Since 2025, candidates must study compulsory Literature, Mathematics and 02 subjects of the elders of the remaining subjects are studied in grade 12 (Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic Education and Law, Informatics, Technology).

Thus, the Ministry of Education and Training has officially closed 04 high school graduation exams since 2025:

+ 02 compulsory exam subjects: Literature, Mathematics;

+ 02 subjects selected among the remaining subjects are studied in grade 12: Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Informatics, Technology .

2. Overview of the plan to organize the exam and consider high school graduation from 2025 in Vietnam

Issued together with Decision 4068/QD-BGDĐT dated November 28, 2023, the Ministry of Education and Training stipulates the plan to organize the exam and consider the recognition of high school graduation in 2025, specifically:

(1) Purpose of organizing exams:

Properly assess the learning results of learners according to the goals and standards to meet the requirements of the general education program (GDPT) 2018; Take the exam results for recognition of high school graduation (high school) and work as one of the facilities to evaluate the quality of teaching and learning of the education institutions and the direction of the educational management agencies; Providing enough reliable data for higher education institutions and vocational education used in enrollment in the spirit of autonomy.

(2) Target subjects:

The learners have completed the high school program, the high school continuing education program in the year of the exam, the high school continuing education program but have not graduated from high school graduation, or they have taken an exam but have not graduated from high school and wish to take the exam to be recognized for high school graduation. Students who have a high school diploma or have an intermediate diploma and wish to take the exam should take the results as a basis for admission to higher education and vocational education.

(3) Exam content:

Sticking to the content of the GDPT 2018 program.

(4) Exam form:

Literature exam in the form of an essay. The remaining subjects take the test in the form of multiple choice.

(5) Exam subjects:

Candidates compulsory Literature, mathematics, and 02 subjects of the candidate for the remaining subjects are studied in grade 12 (Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic Education and Law, Informatics, Technology).

(6) Time for organizing exams:

The high school graduation exam (referred to as the exam) is held nationwide in the general way, the same exam and at the same time as prescribed by the Ministry of Education and Training.

(7) Graduation recognition method:

Combining the results of the process evaluation and the results of the graduation exam in accordance with the implementation roadmap for the implementation of the 2018 Education and Training Program.

(8) Decentralization, decentralization of exam organization:

Ministry of Education and Training:

+ Direct and promulgate documents, guidance, and planning plans;

+ Proactively coordinate with ministries, branches, and localities in organizing exams;

+ Promote the application of information technology in organizing exams;

+ Coordinate with the Ministry of Public Security and localities to effectively prevent high technology cheating in the exam;

+ Guide and organize the inspection, examination, and supervision of the exam.

- People's Committees of provinces and cities directly under the Central Government:

+ Direct the implementation and take full responsibility for the local exam;

+ Actively have plans and prepare all the conditions of human and material resources and other necessary conditions for the exam to organize the exam;

+ Organize inspection, examination, and supervision of the examination and examination of high school graduation in the locality according to the general exam schedule and guidance of the Ministry of Education and Training.

(9) Implementation roadmap:

- The exam plan has been implemented since 2025.

- Stage 2025 - 2030: Keep the test method stable on paper.

- Stage after 2030: Gradually piloting the computer exam for multiple-choice exam subjects in localities that are eligible (can combine the exam on paper and the exam on the computer). When all localities nationwide are eligible, they will move to high school graduation exams on computers for multiple-choice exams.

- Continue to study according to the roadmap and criteria for building a general library/bank when eligible to perform decentralization for localities; educational institutions organize the output quality assessment exam at the high school level instead of the national exam at the same time as today. In the course of implementation, depending on the actual conditions, they can be adjusted to ensure consistency with the economic and social context of the country.
