In an effort to improve the quality of care and education for children, on June 03, 2024, the Ministry of Education and Training of Vietnam issued Circular 09/2024/TT-BGDDT on publicizing activities in educational institutions within the national education system.
Article 7 of Circular 09/2024/TT-BGDDT stipulates that from July 19, 2024, preschools must publicize the plan and results of preschool education activities, specifically including the following information:
- Information on the enrollment activity plan, which clearly defines the target audience, quotas, admission methods, timelines for admission implementation, and related information, including:
+ Plan for nurturing, caring for, and educating children;
+ Coordination regulations between preschool educational institutions and families and society;
+ Daily menu of children;
+ Preschool education services as prescribed (if any).
- Information on the results of nurturing, caring for, and educating children of the previous academic year, including:
+ Total number of children; total number of groups, classes; average number of children per group, class (or mixed group, class);
+ Number of children attending mixed groups, classes (if any);
+ Number of children attending school for two sessions per day;
+ Number of children participating in full-day meals;
+ Number of children monitored for health using growth charts and undergoing periodic health check-ups;
+ Results of universal preschool education for 5-year-old children;
+ Number of children with disabilities.
Thus, preschools in Vietnam will be required to publicize information on the plan for nurturing, caring for, and educating children, including the daily menu of children, from July 19, 2024.
Preschool education is the first level in the national education system, laying the foundation for the comprehensive development of Vietnamese people, implementing nurturing, caring for, and educating children from 3 months to 6 years old.
Preschool education aims to develop children comprehensively in physical, emotional, intellectual, aesthetic aspects, forming the initial elements of personality and preparing children to enter first grade.
According to the provisions of Article 25 of the Education Law 2019 regarding the preschool education program:
(1) The preschool education program must ensure the following requirements:
- Reflect the goals of preschool education;
- Stipulate the required achievements at each age level, educational activities, methods, forms of organizing educational activities, educational environment, and assessment of children's development; (Educational activities organization is guided by Article 6 of Decree 24/2021/ND-CP)
Article 6. Organizing educational activities
1. Educational institutions are entitled to decide the methods and forms of organizing educational activities to meet the objectives and requirements of the educational program, ensuring quality and effectiveness.
2. Educational institutions are proactively linked with higher education institutions, research institutions, vocational education institutions, enterprises, business households, organizations, individuals, and students' families to organize educational activities suitable to local conditions as prescribed by law.
- Unified nationwide and flexibly implemented, suitable to the specific conditions of localities and preschool education institutions.
(2) The National Council for Appraising Preschool Education Programs, established by the Minister of Education and Training, appraises the preschool education program. The Council consists of educators, educational management officers, experienced and respected scientists in education, and representatives of relevant agencies and organizations. The Council must include at least one-third of its members who are preschool educators. The Council and its members are responsible for the content and quality of appraisal.
(3) The Minister of Education and Training issues the preschool education program after appraisal by the National Council for Appraising Preschool Education Programs; stipulates the standards, compilation procedures, and revision of the preschool education program; prescribes standards and the selection of toys and learning materials used in preschool education institutions; stipulates the duties, powers, operational methods, standards, number, and structure of members of the National Council for Appraising Preschool Education Programs.
