According to Article 58 of the Road Traffic Safety and Order Law 2024, the points of a driver license are used to manage compliance with road traffic safety and order laws. This system is based on a database for road traffic safety and order, consisting of 12 points.
The number of points deducted for each violation depends on the nature and severity of the traffic safety and order law violations.
When a driver license has lost all points, the holder is not allowed to operate a vehicle under that license. After a period of at least 6 months from the date of losing all points, the license holder is eligible to take a test assessing their legal knowledge of road traffic safety and order. If they pass, they can restore the full 12 points.
Thus, from January 1, 2025, holders of a driver license that has lost all points will be prohibited from operating a vehicle under that license.
However, those whose licenses have lost all points can participate in a legal knowledge test on road traffic safety and order to restore points after a period of at least 6 months from the date of losing all points.
As per Clauses 3 and 4 of Article 6 in Circular 65/2024/TT-BCA, the rules regarding the time, structure, and results of the test to restore driver license points are as follows:
(1) Duration, structure, and required results for the theoretical legal knowledge test:
Test for holders of a Class A1 driver license
- Test duration: 19 minutes.
- Test structure: 25 multiple-choice questions.
Each question is worth 01 point, including 01 critical question.
- Required score: at least 21/25 points to pass.
If the score is 21/25 or higher but the critical question is answered incorrectly, the test is not passed;
Test for holders of Class A, B1 driver license
- Test duration: 19 minutes.
- Test structure: 25 multiple-choice questions.
Each question is worth 01 point, including 01 critical question.
- Required score: at least 23/25 points to pass.
If the score is 23/25 or higher but the critical question is answered incorrectly, the test is not passed;
Test for holders of a Class B driver license
- Test duration: 20 minutes.
- Test structure: 30 multiple-choice questions.
Each question is worth 01 point, including 01 critical question.
- Required score: at least 27/30 points.
If the score is 27/30 or higher but the critical question is answered incorrectly, the test is not passed;
Test for holders of a Class C1 driver license
- Test duration: 22 minutes.
- Test structure: 35 multiple-choice questions.
Each question is worth 01 point, including 01 critical question.
- Required score: at least 32/35 points to pass.
If the score is 32/35 or higher but the critical question is answered incorrectly, the test is not passed;
Test for holders of a Class C driver license
- Test duration: 24 minutes.
- Test structure: 40 multiple-choice questions.
Each question is worth 01 point, including 01 critical question.
- Required score: at least 36/40 points to pass.
If the score is 36/40 or higher but the critical question is answered incorrectly, the test is not passed;
Test for holders of Class D1, D2, D, BE, CIE, CE, DIE, D2E, DE driver licenses
- Test duration: 26 minutes.
- Test structure: 45 multiple-choice questions.
Each question is worth 01 point, including 01 critical question.
- Required score: at least 41/45 points.
If the score is 41/45 or higher but the critical question is answered incorrectly, the test is not passed.
(2) Duration, structure, and required results for the simulated legal knowledge test:
- Test duration: not exceeding 10 minutes.
- The test consists of 10 questions simulating traffic situations, each representing a scenario with potential safety risks. Each question has a maximum score of 5 points and a minimum score of 0 points.
- The participant's score corresponds to their ability to recognize and identify potential traffic hazards through interaction with a computer equipped with simulation software.
- A score of 35/50 points or more is required to pass.
