Standards for rank I actor title in Vietnam

On October 29, 2022, the Ministry of Culture, Sports, and Tourism of Vietnam issued Circular 10/2022/TT-BVHTTDL regulating the rank codes for professional titles and salary classification for public employees in the performing arts and cinematography sectors.

The regulation specifies the training qualifications and professional, occupational competency standards for rank I actor titles as follows:

Training qualification standards for rank I actor titles in Vietnam

- Hold a university degree or higher appropriate to the performing arts and cinematography specialization required by the job position. In cases of having a university degree or higher in another field, the individual must be awarded the title "People’s Artist," "Meritorious Artist" or bestowed with the "Ho Chi Minh Prize," "State Prize" in literature and arts;

- Possess a certificate of training in the standards for the professional titles of public employee actors.

Professional, occupational competency standards for rank I actor titles in Vietnam 

- Thoroughly understand the resolutions, guidelines of the Communist Party, policies, and laws of the State on performing arts and cinematography;

- Possess outstanding artistic talent in the specialized field;

- Have a deep knowledge of specialized professional skills, effectively apply them in creating artistic images; thoroughly understand the characteristics and specifics of related combined arts and technical sciences;

- Have leadership capabilities, research ability, and cooperate with colleagues in organizing professional activities;

- Able to propose creative artistic solutions.

Requirements for public employees applying or being considered for promotion to rank I actor titles in Vietnam

- Must have held the rank II actor title or equivalent for at least 6 years. In cases of an equivalent period, one must have held the rank II actor title for at least 1 year (12 months) as of the deadline for application submission or promotion consideration;

- Meet one of the following requirements:

+ During the period of holding the rank II actor title or equivalent, have at least 2 awards for excellence recognized by the Ministry-level or equivalent specialized arts council, or achieve at least 2 roles or performances with the highest awards in national professional competitions, festivals, or performances (or national level).

+ Be awarded the title "People’s Artist" or the "Ho Chi Minh Prize" in literature and arts.

Circular 10/2022/TT-BVHTTDL takes effect from December 15, 2022, replacing Joint Circular 10/2015/TTLT-BVHTTDL-BNV dated December 11, 2015.
