On May 30, 2024, the Ministry of Transport of Vietnam issued Circular 17/2024/TT-BGTVT, which stipulates the criteria and conditions for promoting public employees in the transport sector. It includes regulations on the criteria and conditions for promoting public employees in the maritime security information sector.
Circular 17/2024/TT-BGTVT will be effective from July 15, 2024.
Public employees in the transport sector must meet the following general criteria and conditions when being considered for promotion:
- Meet the criteria and conditions stipulated in Clause 1, Article 32 of Decree 115/2020/ND-CP on the recruitment, use, and management of public employees (as amended, supplemented by Decree 85/2023/ND-CP).
- Have a vacant job position corresponding to the public employee’s professional title rank being considered for promotion.
- Be nominated by the head of the competent authority managing public employees to take the promotion exam for the professional title rank.
- Meet the minimum service time requirement in the immediately lower professional title rank. To be specific:
+ Public employees being considered for promotion to rank I in the transport sector must have held the rank II professional title for at least 6 (six) years up to the deadline for submitting the promotion registration;
+ Public employees being considered for promotion to rank II in the transport sector must have held the rank III professional title for at least 9 (nine) years (excluding probation and internship periods) up to the deadline for submitting the promotion registration.

Public employees in the maritime security information sector being considered for promotion from rank II to rank I must meet the general criteria and conditions for promotion in the transport sector as stipulated in Article 3 of Circular 17/2024/TT-BGTVT and, while holding the rank II professional title or equivalent, must meet one of the following criteria:
- Participate in the drafting of at least 2 (two) legal documents assigned to the unit using the public employee, which have been promulgated by the competent authority;
- Oversee the drafting of at least 2 (two) national, ministerial, sectoral, or provincial-level research projects, proposals, programs assigned to the unit using the public employee, which have been accepted by the competent authority;
- Participate in drafting at least 1 (one) legal document and oversee the drafting of at least 1 (one) national, ministerial, sectoral, or provincial-level research project, proposal, program assigned to the unit using the public employee, which have been promulgated or accepted by the competent authority.

Similar to the promotion to rank I, public employees in the maritime security information sector being considered for promotion to rank II must meet the general criteria and conditions for promotion in the transport sector as stipulated in Article 3 of Circular 17/2024/TT-BGTVT and, while holding the rank III professional title or equivalent, must meet one of the following criteria:
- Participate in the drafting of at least 1 (one) legal document assigned to the unit using the public employee, which has been promulgated by the competent authority;
- Oversee or participate in at least 1 (one) grassroots-level research project, proposal, program assigned to the unit using the public employee, which has been accepted by the competent authority;
- Oversee the drafting of at least 1 (one) technical innovation belonging to the sector, field, or agency where the public employee works, which has been recognized by the competent authority.

Therefore, when being considered for promotion to rank I or rank II, public employees in the maritime security information sector must meet the general criteria and conditions for promotion in the transport sector and, simultaneously, meet one of the criteria specific to the maritime security information sector during their tenure in rank II or rank III or equivalent professional titles.
