According to Article 3 of Circular 11/2024/TT-BTP, public employees registering security measures need to meet the following general standards and conditions:
- Meet the professional ethical standards and training and fostering qualifications stipulated in Article 3 and Article 4 of Circular 10/2024/TT-BTP.
- Fulfill the standards and conditions as required by the Registration Center for attending the promotion consideration exam in cases where the number of public employees at the Registration Center meeting the professional title standards exceeds the quantity or structure of public employees by professional title as stipulated in the Job Position Scheme of the Registration Center that has been approved by the competent authority and in cases assessed based on the needs of the Registration Center.
- Meet other general standards and conditions as per applicable laws concerning the recruitment, use, and management of public employees.
Thus, public employees registering security measures must satisfy 03 main standards to be considered for promotion. Firstly, they must meet the ethical standards and training qualifications according to Circular 10/2024/TT-BTP. Secondly, they need to comply with the regulations of the Registration Center regarding the number and structure of public employees. Lastly, they must adhere to other general conditions concerning the recruitment, use, and management of public employees as per the current legal regulations.
Based on Article 5 of Circular 11/2024/TT-BTP, the standards and conditions for promotion from rank II to rank I public employees registering security measures are as follows:
- Currently holding the title of a rank II public employee registering security measures - code: V.00.01.02 (hereinafter referred to as rank II public employees) at the time of submitting the application for promotion consideration.
- Meet the professional competence standards for rank I public employees registering security measures - code: V.00.01.01 as stipulated in Clause 2, Article 7 of Circular 10/2024/TT-BTP. To be specific:
+ Grasping and properly implementing the policies and guidelines of the Communist Party and the legal policies of the State on the provision of public services, administrative procedures related to the tasks stipulated in Clause 1, Article 7 of Circular 10/2024/TT-BTP;
+ Possessing the knowledge, expertise, and skills to perform the tasks stipulated in Clause 1 of this Article;
+ Having the organizational capacity, content building, and task execution as stipulated in Point c and Point d, Clause 1, Article 7 of Circular 10/2024/TT-BTP;
+ Possessing drafting, analytical, and explanatory skills to perform the tasks stipulated in Clause 1, Article 7 of Circular 10/2024/TT-BTP;
+ Having the capacity to cooperate with relevant agencies, organizations, and individuals in performing the tasks stipulated in Clause 1, Article 7 of Circular 10/2024/TT-BTP.
- Having held the title of a rank II public employee registering security measures for at least 06 years or longer.
In cases where the period of holding the rank II public employee title is not yet 06 years or longer, but the candidate for promotion has held an equivalent title, promotion consideration may be given if the total period for holding both titles is 06 years or longer, with the time holding the rank II title being not less than 01 year (12 months).
- Have performed at least one of the tasks stipulated in point d, Clause 1, Article 7 of Circular 10/2024/TT-BTP and have a decision or acknowledgment of task implementation from the competent authority.
Article 2 of Circular 11/2024/TT-BTP stipulates the principles for promotion consideration of professional titles as follows:
(1) The organization and consideration of title promotion must be based on the professional title standards for public employees registering security measures; job position, structure, number of public employees registering by professional title, and according to the needs of the Registration Center conforming to the Job Position Scheme approved by the competent authority.
(2) Public employees registering security measures to be considered for professional title promotion must meet the full standards and conditions specified in this Circular and other relevant legal provisions.
(3) Equality, openness, transparency, and objectivity in determining standards, conditions, and in the promotion consideration process for candidates.
