Dated August 14, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 4327/BGDDT-GDTH sent to the People's Committees of provinces and central-affiliated cities in Vietnam regarding strengthening directives for the implementation of certain preparations for the 2024-2025 academic year.
Tto promptly, practically, and effectively execute the tasks of the 2024-2025 academic year, in Official Dispatch 4327/BGDDT-GDTH dated August 14, 2024, the Ministry of Education and Training of Vietnam requests that the People's Committees of provinces and central-affiliated cities strengthen directives to implement the following contents:
- Direct the review, inspection, and urging to ensure sufficient educational facilities and equipment before the new school year; take prompt corrective measures for local discrepancies in the teacher structure as per authority; flexibly deploy and arrange teachers to ensure sufficient numbers and synchronized structures, especially in subjects like English, Information Technology, Music, and Arts.
In cases where it is not possible to recruit enough teachers as per the norm, implement solutions to contract teachers according to Decree 111/2022/ND-CP to follow the policy of "having students, there must be teachers" suitable to the actual local situation.
- Implement solutions to enhance state management responsibility to comply with financial management regulations on revenue and expenditure, publicly disclose revenues and expenditures at the beginning of the school year; regarding the selection, provision, and use of local educational textbooks and reference materials.
Develop and implement plans to support students from poor, near-poor households, students under policy beneficiaries, students in difficult, vulnerable circumstances, remote and isolated areas, students from ethnic minorities, ensuring they have sufficient textbooks, learning materials, and other essential conditions; ensure no student is deprived of education due to difficult circumstances.
- Direct full implementation of contents and criteria for building safe schools, preventing accidents and injuries in preschool, general, and continuing education institutions; enhance collaboration between family - school - society to organize the care, nurturing, management, and education of children and students both inside and outside of school effectively and safely, especially preventing accidents, school violence, and ensuring students' mental health from the beginning of the school year.
- Direct educational institutions to proactively cooperate with publishers and concerned organizations and individuals to implement textbook provision in the area, ensuring quality; absolutely eliminate delays and shortages of textbooks and learning materials when the new school year begins.
- Direct the Department of Education and Training to guide educational institutions in effectively organizing certain activities at the start of the 2024-2025 school year.
Thus, according to the directives of the Ministry of Education and Training of Vietnam, educational institutions must seriously publicize revenue and expenditure issues right from the beginning of the 2024-2025 school year.
The framework for the 2024-2025 school year time plan for preschool, general, and continuing education across the country of Vietnam is issued together with Decision 2045/QD-BGDDT in 2024 by the Ministry of Education and Training of Vietnam:
- The earliest back-to-school time is one week before the opening ceremony. For first grade, the earliest back-to-school time is two weeks before the opening ceremony.
- The opening ceremony is held on September 5, 2024.
- Semester I ends before January 18, 2025, and the program and academic year end before May 31, 2025.
- Completion of primary education program recognition and junior high school graduation recognition before June 30, 2025.
- Completion of enrollment for initial grades before July 31, 2025.
- The National High School Graduation Exam for 2025 is expected to take place on June 26 and 27, 2025.
- Other national exams are organized according to regulations and guidance by the Ministry of Education and Training of Vietnam.
