The National Assembly has just issued Resolution 80/2023/QH15 on continuing to implement a number of policies for preventing and controlling the COVID-19 epidemic and using expired registration certificates for the circulation of drugs and medicinal ingredients from January 1, 2023, to December 31, 2024.

Policies in COVID-19 epidemic prevention and control that will continue to be implemented in Vietnam from January 1, 2023, to December 31, 2023, include:

- Expenses for COVID-19 epidemic prevention and control of medical facilities, COVID-19 collection and treatment facilities, and regimes and policies for those mobilized to participate in COVID-19 epidemic prevention and control that have been implemented before December 31, 2022 but have not yet completed payment will continue to be paid according to the provisions of Article 2, Clause 1 and Clause 2, Article 3, Clause 1 and Clause 2, Article 4, and Article 8 of Resolution 12/2021/UBTVQH15 dated December 30, 2021.

Funds for implementing these costs, regimes, and policies will be transferred to 2023 for payment, accounting, and finalization in the 2023 budget year.

- Payment of COVID-19 epidemic prevention and control costs to medical facilities and medical examination and treatment costs for COVID-19 patients will continue to be implemented according to the provisions of Clause 2, Article 1 of Resolution 268/NQ-UBTVQH15 dated August 6, 2021, Article 2, Clause 1 and Clause 2, Article 3, Clause 1 and Clause 2, Article 4, Article 8 of Resolution 12/2021/UBTVQH15 and detailed regulations and implementation instructions.

- Goods stored at duty-free shops, warehouses of duty-free enterprises, and bonded warehouses have had their storage period extended according to the provisions of Resolution 10/2021/UBTVQH15 dated December 8, 2021 regarding extension of storage time for goods at duty-free shops, warehouses of duty-free enterprises, and goods stored in bonded warehouses that meet the requirements for COVID-19 epidemic prevention and control will continue to be stored from January 1, 2023, to December 31, 2023, at the latest.

When exported, goods stored in bonded warehouses whose storage period is extended according to the provisions of this Clause must be exported through international border gates or main border gates.

In addition, the Resolution also regulates the use of registration papers for the circulation of drugs and medicinal ingredients that expire from January 1, 2023, to December 31, 2024, as follows:

- The registration certificate for the circulation of drugs and drug ingredients, which expired from January 1st, 2023, to December 31st, 2024, has been submitted by the registered establishment for extension, and the registration certificate for the circulation of drugs and drug ingredients has been extended in accordance with the provisions of Clause 5 of Article 6 of Resolution 12/2021/UBTVQH15. If the extension is not granted in a timely manner according to the provisions of the Pharmacy Law, it can continue to be used from the date of expiration until December 31st, 2024, except in the following cases:

+ Medicines and medicinal ingredients are recalled according to the provisions of pharmacy law;

+ Drugs that show signs of being unsafe for users are temporarily suspended from trading, use, and preservation according to the provisions of pharmacy law;

+ The drug has a circulation registration certificate with a term of 03 years, according to the provisions of pharmacy law.

- The Ministry of Health announces the list of drugs and medicinal ingredients with circulation registration certificates that can continue to be used according to the provisions of Clause 1 of Article 3 of Resolution 80.

Resolution 80/2023/QH15 takes effect on January 18, 2023.
