Regulations on naming, renaming, and numbering roads in Vietnam from January 01, 2025

In Vietnam, what are procedures for the naming, renaming, and numbering of roads? What actions are prohibited when participating in road traffic in Vietnam?

Vietnam Road Law 2024 has been issued and will take effect from January 1, 2025. From this date forward, the naming, numbering, as well as the renaming and renumbering of roads in Vietnam will be re-regulated.

1. Regulations on naming, renaming, and numbering roads in Vietnam from January 01, 2025

According to Article 11 of the Vietnam Road Law 2024, the rules for naming and numbering roads are as follows:

- Road names are given based on:

+ Name of historical figures, national heroes;

+ Historical and cultural monuments, events;

+ Place names or customary names.

- Road numbers are assigned using natural numbers or natural numbers accompanied by letters if necessary.

In cases where an urban road coincides with another road, both the name of the urban road and the name, number of the other road are used;

- The names and numbers of roads that are part of the international road network shall follow the international treaties between the Socialist Republic of Vietnam and relevant countries and international organizations. For roads connecting to the international road network, both the domestic road name and number and the international road name and number are used.

Thus, in cases where road sections overlap, the names and numbers of the higher-level management roads are used, except for the cases stipulated in Point a, Clause 1, Article 11 of the Vietnam Road Law 2024.

Additionally, it is not mandatory to name or number communal roads, village roads, internal roads, or specialized roads; it is also not mandatory to rename or renumber roads in cases where the road passes through areas where administrative boundaries are adjusted by a competent authority's decision.

2. Prohibited acts when participating in road traffic in Vietnam

According to Article 7 of the Vietnam Road Law 2024, the following acts are strictly prohibited on roads in Vietnam:

(1) Damaging road infrastructure; exploiting or using road infrastructure contrary to the law.

(2) Unauthorized connections to main roads or branches; unauthorized dismantling, moving, or altering of roadworks.

(3) Encroaching upon, occupying, or illegally using or building within the protected range of road infrastructure.

(4) Installing, dismantling, moving, adjusting, obscuring road signs contrary to the law; attaching, hanging, installing unrelated content on road signs or altering road signs.

(5) Operating transport businesses by car or four-wheel motorized vehicles without a transportation business license or not complying with the business license.

(6) Establishing illegal passenger pick-up/drop-off points and cargo loading/unloading points.

3. What are regulations on the classification of roads by management level in Vietnam?

According to Clause 1, Article 8 of the Vietnam Road Law 2024, the classification of roads by management level in Vietnam is as follows:

Roads classified by management level include: national highways, provincial roads, district roads, commune roads, village roads, urban roads, and specialized roads. Specifically:

- National Highways: Roads connecting the capital Hanoi with provincial administrative centers; roads connecting provincial administrative centers; roads that are crucial for socio-economic development, and national defense and security of a region or area.

- Provincial Roads: Roads within a province connecting the provincial administrative center with district administrative centers; roads important for the provincial socio-economic development.

- District Roads: Roads connecting district administrative centers with communal administrative centers, clusters of communes, or adjacent district administrative centers; roads important for the district's socio-economic development.

- Commune Roads: Roads connecting communal administrative centers with villages, hamlets, ethnic communities, and rural residential points or connecting to adjacent communes; roads important for the socio-economic development of communes.

- Village Roads: Roads within village areas, main roads connecting villages with agricultural, forestry production areas, and other production and business facilities within the village area.

- Urban Roads: Roads within the administrative boundaries of urban areas, including urban expressways, streets, alleys, paths, and lanes in urban areas.

- Specialized Roads: Roads specially serving the transportation needs of one or several agencies, organizations, individuals, and internal roads.
