According to sub-section 6.3, Section 6 of Regulation 232-QD/TW 2025 by the Central Executive Committee of the Communist Party of Vietnam, rules regarding party activities abroad are specified as follows:
6. Article 6: Issuance and management of party membership cards, management of party member files, and procedures for transferring party activities

6.3. Transfer of party activities.
...
6.3.3. Transfer of party activities abroad.
The management, transfer, and organization of party activities for members abroad shall be conducted in accordance with the rules set by the Secretariat and the following provisions:
a) Communist Party probationary members participating individually abroad must, upon the expiration of their probationary period, prepare a self-assessment report on their party membership status and performance of assigned tasks during their individual activities; the direct committee managing the party member abroad will base its decision to officially recognize the member on this assessment as well as evaluations from the originating committee.
b) In special circumstances abroad where there are not enough official members to form a party cell (at least 3 official members), a temporary party activity cell may be established (comprising 3 members or more, including both official and probationary members), with the upper-level committee appointing the cell secretary.
c) The functions and duties of various types of party cells and the tasks of party members abroad are implemented according to the regulations set by the Secretariat and the guidance of the Central Organization Commission.
The management, transfer, and organization of party activities for members abroad are implemented according to the regulations set by the Secretariat and the following provisions:
- Communist Party probationary members engaged in individual activities abroad must, upon the expiration of their probationary period, complete a self-assessment report regarding their conduct as party members and performance of duties during their solo activities; the direct committee in charge of managing party members abroad will base its decision to officially recognize the member on the evaluations provided by both the home and host committees as well as the member’s own assessment.
- In locales abroad with special circumstances where there are not enough official members to form a party cell, a temporary party activity cell can be established (including 3 or more members, including both official and probationary members), with the overseeing committee appointing the cell secretary.
- The functions and tasks of various types of party cells and the duties of party members abroad are in accordance with the regulations issued by the Secretariat and guidance from the Central Organization Commission.
According to Section 2 of Regulation 232-QD/TW 2025, the rights of members of the Communist Party of Vietnam are outlined as follows:
(1) Right to Information for Party Members
Regularly, monthly or extraordinarily, as per the guidance of the Central Propaganda Department and higher-level committees, party committees are to provide information to party members about the situation, duties of localities, agencies, units; particularly policies, laws of the Party, government; domestic and global affairs... These efforts aim to enhance awareness and create conditions for party members to fulfill their assigned tasks effectively.
(2) Rights of Party Members in Elections, Nominations, and Selection for Leadership Positions at All Levels of the Communist Party
To be conducted in accordance with the regulations by the Central Executive Committee of the Communist Party.
(3) Rights of Party Members in Criticizing, Questioning Party Organizations and Members; Reporting and Proposing to Responsible Agencies
Communist Party members have the right to criticize, question, report, and propose directly or in writing within the party organization’s scope about the activities of party organizations and members at all levels; concerning issues related to the functions, tasks, powers of the party organization, or the responsibilities, tasks, ethical qualities of those members; they must be accountable to the party organization for their opinions.
Upon receiving criticism, questions, reports, proposals, party organizations and members must respond within their authority, no later than 30 working days for grassroots party organizations and members, 60 working days for district, provincial and equivalent levels, and 90 working days for the Central level. Complex cases requiring more time must be communicated, stating reasons, to the party organization or member.
(4) Communist Party members are notified of comments from committees at their workplace and place of residence when considering nominations or appointments; they may present opinions to the party organization or committee when considering matters of appointment, work decisions, or disciplinary actions concerning themselves.
