According to the provisions of Section 3.3 of QCVN 16:2023/BXD on the registration process for quality inspection of construction materials for importers,
Step 1. Register for quality inspection
- Register for state inspection of imported goods quality at the local inspection agency where products and goods are imported.
- When registering for state inspection, you must specify the name of the regulation conformity certification organization and the name of the testing organization performing testing and evaluating the quality certification of imported goods on the Registration Form according to Form No. 01 of Decree 74/2018/ND-CP, amended and supplemented according to Clause 9, Article 4 of Decree 154/2018/ND-CP.
- The inspection agency confirms that the importer has registered to inspect the quality of imported goods on the registration form.
- The importer submits the registration certified by the Inspection Agency to the Customs Authority to be allowed to clear the goods;

Step 2. Application deadline
- Within 15 working days (for cement products, additives for cement, concrete, and mortar is 35 working days) from the date of customs clearance of goods, the importer must submit a true copy (signed and stamped by the importer), Certificate of conformity, and goods quality inspection results (performed by the regulation conformity certification organization and the testing organization named in the registration submitted to the previous Inspection Agency) in accordance with Table 1 of QCVN 16:2023/BXD Regulations for Inspection Agencies.
- In case the goods have been evaluated by a Certification Organization in the exporting country, within 03 working days from the date of customs clearance, the importer must submit a true copy of the original (signed and stamped by the importer), certificate of conformity to the inspection agency.
Note:
- In case the importer registers for quality inspection on the National Single Window Information Portal, he or she will register for inspection and return quality inspection results through the National Single Window Information Portal.
- The importer is fully responsible before the law for the quality of the goods he or she imports.
- When the importing unit needs to be exempt from inspection, prepare 01 set of documents requesting exemption from inspection according to the provisions of Clause 3, Article 4 of Decree 154/2018/ND-CP and send them to the local inspection agency to review and confirm the exemptions.
According to the provisions of Section 3.5 of QCVN 16:2023/BXD, the method of sampling to check the quality of construction materials is as follows:
- Typical and representative sampling methods comply with the regulations stated in current national standards on sampling methods and test sample preparation for the corresponding products.
- Specifications and the number of typical and representative samples for each batch of products and goods comply with the provisions in Table 1, Part 2 of Regulation QCVN 16:2023/BXD corresponding to each type of product.
- For imported construction materials in small quantities that are not enough to take samples for testing according to regulations or the testing cost is determined through 03 quotes from the testing organization shown to be greater than the value of the imported goods lot; at the same time, the importer needs to prove that the goods are not used, circulated, or put into construction works, then Section 1.1.2 of QCVN 16:2023/BXD Regulations will apply.
- For imported construction materials that do not comply with the specifications specified in Part 2 of Regulation QCVN 16:2023/BXD, the importer is responsible for coordinating with certification organizations working with manufacturing and exporting units abroad to send samples to ensure representativeness of the imported goods batch for quality certification according to regulations, and the number of samples must be sufficient for testing and sample storage.
Thus, according to the above regulations, importers need to pay attention to the contents related to the registration process for quality inspection of specific construction materials:
- The importer must register for quality inspection with the local inspection agency and identify the certification organization and testing organization in the registration form.
- Within 15 days (35 days for cement) from customs clearance, the importer must submit the certificate and quality inspection results to the inspection agency.
- The importer is responsible for the quality of imported goods.
- Being allowed to request an exemption from inspection if conditions are met.
-Inspection sampling method according to national standards and regulations in QCVN 16:2023/BXD.
- For small imported goods with large testing costs, testing may be exempted but must commit not to be used for construction purposes.
