From July 1, 2024, citizens can register the time and agency for managing identity cards through the VNeID application to carry out procedures for requesting the issuance of identity cards as specified in Clause 2, Article 21 of Decree 70/2024/ND-CP specifically, as follows:
- Citizens choose the procedure, check their information extracted in the National Population Database. If the information is accurate, they register the time and agency for managing identity cards to carry out the procedure. The system will confirm and automatically transfer the citizen's request to the identity management agency where the citizen requests the issuance, renewal, or reissuance of the identity card.
Citizens go to the identity management agency at the registered time and place to carry out the procedures for issuing, renewing, or reissuing the identity card according to the procedures specified in Clause 1, Article 21 of Decree 70/2024/ND-CP;
- In case of a lost identity card or a damaged identity card that cannot be used, choose the reissuance procedure, check their information extracted in the National Population Database. If the information is accurate, confirm to transfer the reissuance request file to the identity management agency for consideration and resolution of the reissuance of the identity card according to the regulations in Clause 4, Article 25 of Law on Identity 2023;
- In case the legal representative carries out the procedure for issuing, renewing, or reissuing the identity card for individuals under 06 years old, choose the procedure, check the information of the individual under 06 years old in the National Population Database. If the information is accurate, the legal representative confirms to transfer the request file to the identity management agency for consideration and resolution of the issuance, renewal, or reissuance of the identity card.
Note: In case the citizen does not come to the place to carry out the procedures for issuing, renewing, or reissuing the identity card at the registered time and place, they must make an appointment with the identity management agency to carry out the procedures for issuing, renewing, or reissuing the identity card. The system that receives the citizens' requests will automatically cancel the scheduled appointment when the working day ends. If the citizen continues to have a need for issuance, renewal, or reissuance of the identity card, they must re-register the appointment.
Additionally, to make the issuance of identity cards to citizens more convenient, the identity management agency organizes mobile acceptance of requests for issuing, renewing, or reissuing identity cards to Vietnamese citizens in the country and Vietnamese citizens abroad within its conditions and capabilities; ensure compliance with the provisions of the Law on Identity, international treaties, and agreements to which Vietnam is a member.
According to the provisions of Clause 1, Article 32 of Decree 70/2024/ND-CP, the identity certificate will be revoked in the following circumstances:
- Persons of Vietnamese origin who have not determined their nationality are granted Vietnamese nationality or confirmed to have Vietnamese nationality or identified to have foreign nationality;
- The identity certificate was issued in violation of regulations;
- The identity certificate has been erased or altered.
Additionally, the identity certificate will be kept in the following cases:
- Persons serving judicial education measures at reform schools; persons serving decisions on administrative handling measures to bring them to reform schools, compulsory education institutions, or compulsory detoxification establishments;
- Persons who are being detained, held in custody, or serving prison sentences;
- During the period of retention of the identity certificate, the agency retaining the identity certificate will allow the persons retained under Point a and Point b, Clause 2, Article 32 of this Decree to use their identity certificate to carry out transactions and exercise their legal rights and interests;
- Persons whose identity certificates are retained under Clause 2, Article 32 of Decree 70/2024/ND-CP will be returned the certificate upon the expiration of the temporary detention, custody, or upon the decision to cancel the temporary detention, custody; upon completing the prison sentence, judicial education measures at the reform school; or upon completing the decision on administrative handling measures to bring them to reform schools, compulsory education institutions, or compulsory detoxification establishments.
Thus, from July 1, 2024, the identity certificate will be revoked in three cases: when persons of Vietnamese origin are determined their nationality, when issued in violation of regulations, or when erased or altered.
