Policy to support teachers facing difficulties due to the COVID-19 epidemic in Vietnam

I am a preschool teacher. Because of the COVID-19 epidemic, work must be suspended from May to November 2021. Thus, will I receive any support from the State? “Binh An-Quang Binh, Vietnam”

Hello, Lawnet would like to answer your question as follows:

The Prime Minister has just issued Decision 24/2022/QD-TTg on implementing policies to support administrators, teachers, and staff in non-public preschool and primary education establishments facing difficulties due to the COVID-19 pandemic.

1. Subjects of the teacher support policy in Vietnam

Managers, teachers, and staff working at non-public educational establishments, including:

+ Principals, vice principals, teachers, staff, team leaders, deputy team leaders, and professional managers;

+ The owner of the facility, the class group owner, and the child group owner must meet the standards prescribed by the Education Law, Preschool Charter, and Regulations on the organization and operation of independent children's groups, independent kindergartens, and independent preschool classes of people-founded and private types participating in professional management or performing the duties of teachers and staff.

2. Conditions for receiving teacher support policies in Vietnam

Managers, teachers, and employees are entitled to the policy when they ensure the following conditions:

+ Being a person working at a non-public educational institution before the institution had to temporarily suspend operations at the request of a competent state agency to prevent and control the COVID-19 epidemic from May 1, 2021, to December 31, 2021.

+ Leave without pay for 1 month or more from May 1, 2021, to December 31, 2021.

+ Not yet entitled to support policies for employees who temporarily postpone their labor contracts or take unpaid leave as prescribed in Clauses 4, 5, and 6, Section II of Resolution 68/NQ-CP, Resolution 126/NQ-CP.

+ Have confirmation of working at a non-public educational facility for at least the end of the 2021–2022 school year according to the local school year plan, including the non-public educational institution previously worked at or another non-public educational institution in case the non-public educational institution previously worked at does not resume operations.

3. Support level

+ One-time support of 3,700,000 VND/person applies to managers, teachers, and employees who have not yet benefited from local support policies for groups of workers without a labor contract and a number of other specific subjects as prescribed in Clause 12, Section II of Resolution 68/NQ-CP.

+ One-time support of 2,200,000 VND/person applies to managers, teachers, and employees who have benefited from local policies as prescribed in Clause 12, Section II of Resolution 68/NQ-CP.

4. Documents requesting support

- For managers, teachers, and employees: 01 application for support according to Form No. 01 in the Appendix issued with Decision 24/2022/QD-TTg.

- For non-public educational establishments:

+ 01 List of managers, teachers, and staff requesting support according to Form No. 02 in the Appendix issued with Decision 24/2022/QD-TTg;

+ Copy (no authentication is needed) of the labor contract signed with managers, teachers, or employees, or a copy (no authentication is needed) of the salary slip for April 2021.
