Plan for the enforment of the Law on People's Air Defense in Vietnam according to Decision 239
On February 4, 2025, the Prime Minister of the Government of Vietnam issued Decision 239/QD-TTg to promulgate the implementation plan for the execution of the People's Air Defense Law.
The objectives and requirements of the implementation plan for the People's Air Defense Law are as follows:
(1) Objectives
- Clearly define the content of tasks, deadlines for completion, and responsibilities of relevant agencies and organizations in the execution of the Law to ensure prompt, synchronized, unified, effective, and efficient implementation.
- Define the responsibility and coordination mechanism between ministries, central governmental bodies, and local authorities in carrying out activities related to the implementation of the Law nationwide.
- Enhance the awareness and responsibility of the Communist Party committees, local governments at all levels, agencies, organizations, enterprises, and the entire population in the implementation of the Law.
(2) Requirements
- Ensure the unified direction of the Government of Vietnam, the Prime Minister of the Government of Vietnam; and the close, regular, effective coordination between ministries, central governmental bodies, the authorities of provinces and centrally-run cities, and the relevant agencies and organizations in implementing the Law.
- Link the responsibility and role of agencies and units assigned with the responsibility of coordinating with ministries, central governmental bodies, and the Government of Vietnam's affiliated agencies and relevant organizations in executing the Law.
- The head of the agency, organization, or unit assigned tasks must proactively implement the Plan as per schedule, ensuring unity, quality, practicality, and effectiveness; a specific roadmap must be determined to ensure that from July 01, 2025, the Law and detailed regulatory documents are implemented uniformly and synchronously nationwide.
- Regularly inspect, urge, guide, promptly resolve difficulties and obstacles during the process of organizing and implementing the Law.
