Mission to promote administrative reform in Vietnam

I saw information about the Government of Vietnam's reform and reduction of administrative procedures. Thus, I would like to know more about this matter “Ha Lan-Hanoi”

The Deputy Prime Minister of Vietnam has just signed and promulgated Resolution 131/NQ-CP dated October 6, 2022, on promoting reform of administrative procedures and modernizing methods of direction and administration to serve people and businesses.

In order to perform the task of improving the efficiency of administrative procedures to serve the people, government enterprises require the following ministries, branches, and localities:

- Strictly implement publicity and transparency in receiving and handling administrative procedures, ensuring 100% of administrative procedures are announced, fully publicized and on time; and 100% of administrative procedures files received and handled at agencies and units are monitored on the processing status on the information system for handling administrative procedures at ministerial and provincial levels, synchronized with the National Service Portal so that people and businesses can monitor and evaluate the implementation process.

In particular, ministries and branches urgently complete the standardization of administrative procedure settlement results on the National Database of Administrative Procedures, serving as a basis for determining the code of papers, connecting, and sharing, used uniformly throughout the country in October 2022.

- Organize the consolidation of the one-stop shop at all levels; implement the brand identity kit; ensure the effective implementation of the Scheme on renewal of the implementation of the one-stop-door mechanism; one-door connection in handling administrative procedures in Decision 468/QD-TTg dated March 27, 2021 to meet the requirements of the service administration; completion time in December 2022.

- Strictly implement the reception and handling of administrative procedures and public services; strengthen discipline and administrative discipline; renew working methods and practices; resolutely handle in accordance with regulations civil servants, public employees, and employees who commit acts of harassment, negative, self-righteousness, deliberately set up administrative procedures that are not in accordance with regulations or are delayed or delayed many times.

- To step up the implementation of comprehensive, substantial, and extensive digital transformation in receiving and handling administrative procedures, in which a number of specific tasks are completed as follows:

+ Accelerating the digitization of dossiers and the outcomes of administrative procedures in accordance with the provisions of Decree 45/2020/ND-CP and Decree 107/2021/ND-CP, meeting connection requirements, and sharing data to serve administrative procedures and provide public services;

Guide and organize the implementation of digitization for all officials, civil servants, and public employees involved in receiving and handling administrative procedures;

Implement 100% of the results of the provided administrative procedures and the electronic version with full legal value for people and businesses. Without requiring people to provide documents, the results of administrative procedures have been digitized in accordance with regulations.

+ Consolidating the Public Service Portal with the ministerial- and provincial-level electronic one-stop information systems to create the only centralized information system for handling administrative procedures of ministries and provinces; meeting data connection and sharing requirements with the National Service Portal, information systems, national databases, specialized databases, and record digitization; administrative procedure results in receiving and storing records

Set up, upgrade, and complete the electronic data management warehouse of organizations and individuals in the information system for settling administrative procedures at ministerial and provincial levels to serve the digitization of administrative procedure settlement results, ensuring the principle that people and businesses only provide information once to state administrative agencies; complete connection, integration, and sharing of data on administrative procedure settlement results from the ministerial and provincial administrative procedure settlement information systems; national databases; and specialized databases within the scope of management with the electronic data warehouse of organizations and individuals on the National Public Service Portal to share and reuse digitized data nationwide in a unified and effective manner. Strive to complete it in November 2022, at the latest in the first quarter of 2023.

+ Actively coordinate with the Ministry of Public Security, the Ministry of Information and Communications of Vietnam, and relevant agencies to inspect and evaluate the safety of the information system used to handle administrative procedures at the ministerial and provincial levels, as well as direct the implementation of measures to ensure network safety and security in order to connect and exploit the national population database to serve administrative procedures and provide online public services.

+ Completing the development of internal and electronic processes for handling administrative procedures in order to ensure that 100% of administrative procedures under the handling competence have information and data in the information system for handling administrative procedures of ministries, branches, and localities. 

Encourage the implementation of online public services, online payments, and the restructuring of business processes to build or complete online public services, as well as the integration and provision of administrative procedures within the jurisdiction of settlement on the National Public Service Portal, while keeping the user in mind.

Strictly implement the receipt and processing of online dossiers; do not let the situation of processing dossiers be slow or late. study and propose competent authorities to reduce fees and charges in the case of online payment to encourage people and businesses to participate in the implementation;

Review, standardize and electronicize the declaration form in the direction of reducing at least 20% of information to be declared on the basis of reuse of digitized data; accelerate the implementation of digital signatures on mobile devices; research, organize and implement administrative procedures regardless of administrative boundaries.

+ Online public services under the implementation competence of state agencies at all levels in the provinces and centrally-run cities are provided by ministries and sectors in the following areas: Business registration; foreign investment management; driving license; transport business license; issue (change) signboards, car badges; electronic civil status; Judicial Records; registration and licensing of medical examination and treatment practice; build, ... are integrated, published, publicized and synchronized with complete, accurate and regular information on receiving and processing dossiers on the National Service Portal and the provincial-level administrative procedure settlement information system according to the regulations specified in Clause 4, Article 12 of Decree 42/2022/ND-CP, ensuring the assessment of service quality for people and businesses in the implementation of administrative procedures and public services in real time in the electronic environment according to Decision 766/QD-TTg dated June 23, 2022; at the same time, limit the manipulation of officials who receive and process administrative documents in the locality on many systems.

Planning and Investment; Transportation; and JusticeHealthcare integrates and synchronizes data classified by locality, administrative level, agency, and unit of the system: Registration of businesses; management of foreign investmentdriving license; transportation business license; issuing (changing) car signs and badgesCivil status in electronic form;Judicial Records; Register and license to practice medical examination and treatment with the evaluation system of the National Service Portal's set of indicators serving people and businesses to evaluate groups of indicators in accordance with the provisions of Clause 3, Article 4 of Decision 766/QD-TTg dated June 23, 2022.

Strive to complete it in November 2022, at the latest in the first quarter of 2023.

- Implement solutions to improve the service quality and satisfaction of people and businesses.

Publicize the results of the assessment of service quality for people and businesses in handling administrative procedures and providing public services at ministries, branches, and localities according to Decision 766/QD-TTg dated June 23, 2022.

Personalize individual and organizational responsibilities and periodically publish the list of agencies, organizations, and individuals who are late in handling administrative procedures and public services on the Portal, Service Portal of ministries, branches, and localities.

100% of administrative documents to be late or late must have a report explaining the reason to the head of the agency or unit and an apology to the people in accordance with the provisions of Decree 61/2018/ND-CP.

To receive and handle complaints and recommendations on problems and inadequacies in the implementation of administrative procedures, to avoid prolonged or over-leveled cases of complaints and petitions.

Resolution 131/NQ-CP was signed and promulgated on October 6, 2022.
