Ministry of Health of Vietnam requests assurance of medical services for the 2024 High School Graduation Examination

June 10, 2024, the Ministry of Health of Vietnam issued Official Dispatch 3166/BYT-KCB on ensuring healthcare for the High School Graduation Exam and university, vocational education admissions in 2024.

1. Ministry of Health of Vietnam requests assurance of medical services for the 2024 High School Graduation Examination

To ensure the health of candidates and their families, exam supervisors, and the exam organizing committee, and to ensure food safety, environmental hygiene, and disease prevention at the exam locations, in Official Dispatch 3166/BYT-KCB 2024, the Ministry of Health of Vietnam requests the Departments of Health of provinces, central-affiliated cities, and Ministry-affiliated hospitals to implement the following contents:

- The Department of Health develops a specific plan on healthcare for the exam: Ensure emergency medical services, disaster response (fire, traffic accidents, storms, floods), environmental hygiene, summer disease prevention, and food safety.

- Implement proactive disease prevention measures during the organization of the high school graduation exam and university, vocational education admissions in 2024 at the exam locations and within the provinces and cities; establish mobile epidemic prevention teams and be ready to implement response measures in the event of an epidemic.

- Hospitals to prepare 5-10 hospital beds and ensure the necessary stock of medications and medical equipment ready to receive and handle emergencies.

- Coordinate with the Department of Education and Training to organize inspections and supervision of the preparation and implementation of healthcare services participating in the exam. Assign point-of-contact officials (clearly stating name, mobile phone number, email) to maintain 24/24-hour communication with the local Exam Council.

Thus, the Ministry of Health requests localities to ensure healthcare services for the 2024 High School Graduation Exam. Specifically, the Departments of Health need to develop specific plans ensuring medical emergencies, summer disease prevention, and food safety. Hospitals must be ready with hospital beds, medications, and emergency equipment. Coordinate with the education sector to inspect and supervise healthcare preparation for the exam. Form mobile epidemic response teams ready to act in case of an outbreak.

2. Prime Minister's directive on the 2024 High School Graduation Exam in vietnam

In recent years, the high school graduation exam (referred to as the Exam) and university, vocational education admissions have been organized increasingly seriously, objectively, honestly, and safely, fundamentally meeting the objectives of evaluating general education quality, student capacity, and admission requirements.

However, the organization of the Exam and admissions still faces several issues and limitations: some localities and units are not proactive and resolute in their organization; coordination is often uncoordinated, not cohesive, and not highly effective; communication is often insufficient and untimely; the use of high-technology to cheat in the Exam is becoming increasingly sophisticated and complex.

To effectively organize the Exam and university, vocational education admissions in 2024, in Directive 15/CT-TTg 2024, the Prime Minister of the Government of Vietnam requests:

(1) Ministry of Education and Training:

- Issue directives, guidelines, and implement plans to organize the Exam and admissions to universities and colleges in the Early Childhood Education sector; ensure the exam questions are of quality, suitably differentiated, absolutely safe, accurate, and meet Exam requirements;

- Proactively cooperate with ministries, central authorities, and local authorities in organizing the Exam and addressing arising issues promptly;

- Continue to promote the application of information technology in organizing the Exam to ensure conformance, accuracy, and safety; cooperate with the Ministry of Public Security and localities to direct and implement measures to prevent negativities, especially the use of high-technology to cheat in the Exam;

- Focus on directing the organization of the Exam; proactively conduct inspections and supervisions of the Exam and university, college admissions in the Early Childhood Education sector;

- Soon develop specific plans to organize the exam and recognize high school graduation for those students of the 2006 General Education curriculum who have not graduated in the 2024 Exam, ensuring efficiency and budget savings for the state.

(2) Ministry of Health:

The Ministry of Health directs local health sectors to implement disease control, environmental hygiene, food safety; prepare personnel, materials, medical equipment to provide health examinations and treatments for candidates and those participating in the Exam organization who have health issues.
