1. The locations for fireworks displays on April 30th, 2024 in Ho Chi Minh City, Vietnam

According to the announcement from the Deputy Director of the Department of Culture and Sports of Ho Chi Minh City, the city will organize an artistic fireworks display to commemorate the 49th anniversary of the Day of the Liberation of the South and National Reunification (April 30th, 1975 - April 30th, 2024). The fireworks program will take place from 9:00 PM to 9:15 PM on April 30th, 2024.

On March 30th, 2024, a working group from the Ho Chi Minh City Military Command surveyed the planned fireworks locations along the Saigon River, from District 7 to District 12. Specifically, the locations are:

- An Phu Dong Ward (District 12)

- An Phu, Truong Tho, Thao Dien, Thu Thiem Wards (Thu Duc City)

- Wards 13, 22, 28 (Binh Thanh District)

- Ben Nghe Ward (District 1)

- Ward 18 (District 4) and Tan Thuan Ward (District 7)

In addition, before the April 30th, 2024, Ho Chi Minh City will also organize various events and activities to celebrate the Hung Kings Commemoration Day on the 10th day of the third lunar month (corresponding to April 18th, 2024) at the Commemorative Area of the Hung Kings (National History and Culture Park - Thu Duc City); here, the city leaders and people will participate in a procession, offer incense and flowers to the Hung Kings according to traditional rituals, and pay respects to Nguyen Huu Canh statue.

Furthermore, during the festival, there will be other events such as art performances, Vovinam martial arts demonstrations, traditional cooking competitions for Banh Chung (traditional rice cake), traditional "Proud Descendants of the Fairy Dragon" camp, book fairs, traditional folk games, and traditional art performances.

2. What are the cases in which fireworks are allowed in Vietnam?

According to the provisions of Article 11 of Decree 137/2020/ND-CP amended and supplemented by Clause 2 of Article 3 of Decree 56/2023/ND-CP, the cases in which fireworks are allowed in Vietnam are as follows:

(1) Lunar New Year

- Central-affiliated cities and Thua Thien Hue Province may fire high-range and short-range fireworks for no longer than 15 minutes; other provinces may fire short-range fireworks for no longer than 15 minutes;

- Time: Lunar New Year’s Eve.

(2) Hung Kings Commemoration Day

- Phu Tho Province may fire short-range fireworks for no longer than 15 minutes at Hung’s King Temple;

- Time: 9 p.m. of March 9 of lunar calendar.

(3) Independence Day

- Central-affiliated cities and Thua Thien Hue Province may fire high-range and short-range fireworks for no longer than 15 minutes; other provinces may fire short-range fireworks for no longer than 15 minutes;

- Time: 9 p.m. of September 2.

(4) Dien Bien Phu Victory Anniversary

- Dien Bien Phu Province may fire short-range fireworks for no longer than 15 minutes at Dien Bien Phu City;

- Time: 9 p.m. of May 7.

(5) Liberation Day (April 30 of calendar year)

- Hanoi City and Ho Chi Min City may fire high-range and short-range fireworks for no longer than 15 minutes;

- Time: 9 p.m. of April 30.

(6) Anniversary for liberation or establishment of provinces and central-affiliated cities.

- Central-affiliated cities and Thua Thien Hue Province may fire high-range and short-range fireworks for no longer than 15 minutes; other provinces may fire short-range fireworks for no longer than 15 minutes;

- Time: 9 p.m. of liberation or establishment day of provinces and central-affiliated cities.

(7) National or international cultural, tourism and sports events.

In addition, other cases decided by the Ministry of Culture, Sports and Tourism after reaching a written agreement with the Ministry of Public Security or Ministry of National Defense.

So, the cases in which fireworks are allowed include: Lunar New Year, Hung Kings Commemoration Day, Independence Day, Dien Bien Phu Victory Anniversary, Liberation Day on April 30th, Anniversary for liberation or establishment of provinces and central-affiliated cities, and National or international cultural, tourism and sports events. The usual time for fireworks displays is 9 p.m., depending on the locality and event, and the duration of the display should not exceed 15 minutes. Fireworks can be launched at high altitude, low altitude, or both.
