In Article 11 of Decree 137/2020/ND-CP (amended by Clause 2, Article 3 of Decree 56/2023/ND-CP), the following holidays and events are stipulated for organizing fireworks displays:
(1) Lunar New Year
- Central-affiliated cities and Thua Thien Hue Province are allowed to set off high-altitude and low-altitude fireworks for no more than 15 minutes; other provinces are allowed to set off low-altitude fireworks for no more than 15 minutes;
- The fireworks time is at the Lunar New Year's Eve.
(2) Hung Kings' Commemoration Day
- Phu Tho Province is allowed to set off low-altitude fireworks for no more than 15 minutes at the Hung Temple area;
- The fireworks time is at 9 PM on the lunar date March 9.
(3) National Day
- Central-affiliated cities and Thua Thien Hue Province are allowed to set off high-altitude and low-altitude fireworks for no more than 15 minutes; other provinces are allowed to set off low-altitude fireworks for no more than 15 minutes;
- The fireworks time is at 9 PM on September 2.
(4) Dien Bien Phu Victory Day
- Dien Bien Province is allowed to set off low-altitude fireworks for no more than 15 minutes at Dien Bien Phu City;
- The fireworks time is at 9 PM on May 7.
(5) Victory Day (April 30 in the Gregorian calendar)
- The capital Hanoi and Ho Chi Minh City are allowed to set off high-altitude and low-altitude fireworks for no more than 15 minutes;
- The fireworks time is at 9 PM on April 30.
(6) Anniversary of liberation or establishment of central-affiliated cities and provinces
- central-affiliated cities and Thua Thien Hue Province are allowed to set off high-altitude and low-altitude fireworks for no more than 15 minutes; other provinces are allowed to set off low-altitude fireworks for no more than 15 minutes;
- The fireworks time is at 9 PM on the liberation or establishment day of central-affiliated cities and provinces.
(7) Cultural, tourism, sports events of national or international nature.
(8) Other cases decided by the Ministry of Culture, Sports, and Tourism after written agreement with the Ministry of Public Security and the Ministry of National Defense.
Thus, National Day on September 2 is also a permitted day for organizing fireworks displays.
According to the information from the Electronic Portal Communist Party Ho Chi Minh City, on August 21, 2024, the People's Committee of Ho Chi Minh City issued a document conveying the directive of the Chairman of the People's Committee of Ho Chi Minh City on organizing fireworks displays celebrating the 79th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2024).
The city will set off high-altitude fireworks at the area in front of the Saigon River Tunnel, Thu Thiem Ward, Thu Duc City, and low-altitude fireworks at Dam Sen Cultural Park, Ward 3, District 11. Fireworks time is from 9 PM to 9:15 PM on September 2.
The Chairman of the People's Committee of Ho Chi Minh City directed the Ho Chi Minh City Command to develop a plan, and coordinate closely with the departments, agencies, and Thu Duc City, and relevant localities to well prepare and organize the fireworks displays at the specified locations and times; and issue badges for forces and vehicles participating in serving the fireworks displays.
The Chairman of the People's Committee of Ho Chi Minh City requested the functional agencies to ensure absolute safety during the transportation of fireworks and at the firing locations, and the areas where people gather to watch the fireworks; to organize traffic regulation on roads and rivers around the fireworks firing locations; and restrict vehicles from parking or stopping within a 1,000-meter radius from the fireworks firing locations.
Thus, the locations and time for fireworks displays on National Day September 2 in Ho Chi Minh City in 2024 are as follows:
*Locations:
- Spot 1 (high-altitude): The area in front of the Saigon River Tunnel (Thu Thiem Ward, Thu Duc City) with 1,500 high-altitude fireworks shells, 30 low-altitude fireworks sets, and 10 pyrotechnic sets.
- Spot 2 (low-altitude): Dam Sen Cultural Park (Ward 3, District 11) with 90 low-altitude fireworks sets.
*Time: 9 PM, September 2, 2024 (lasting under 15 minutes).
According to Article 12 of Decree 137/2020/ND-CP (amended by Clause 3, Article 3 of Decree 56/2023/ND-CP), the authority and procedures for permitting fireworks are stipulated as follows:
(1) Cases of organizing fireworks displays (except for clause (2) decided by the People's Committees of provinces and central-affiliated cities based on the local situation and cooperation with the Ministry of Culture, Sports, and Tourism to organize according to regulations.
(2) In cases of organizing fireworks displays at cultural, tourism, sports events of national or international nature, and other cases decided by the Ministry of Culture, Sports, and Tourism after written agreement with the Ministry of Public Security and the Ministry of National Defense, and cases of changing the firing altitude and duration of fireworks displays decided by the Minister of Culture, Sports, and Tourism after written agreement with the Ministry of Public Security and the Ministry of National Defense.
Provinces and central-affiliated cities wishing to organize fireworks displays under clause (2) or wanting to change the firing altitude, and duration must make a written proposal to the Ministry of Culture, Sports, and Tourism 30 days in advance of the proposed fireworks display date. The content of the proposal must clearly state the number of fireworks shells, firing altitude, number of firing spots, time, duration, and proposed fireworks display location.
Within 05 working days from the receipt of the proposal, the Ministry of Public Security and the Ministry of National Defense will provide a written response for the Ministry of Culture, Sports, and Tourism to compile and decide.
