List of fireworks permitted for use by citizens in Vietnam during the Lunar New Year in 2024

Lawnet provides the following clarification:

1. 08 cases where citizens in Vietnam are allowed to use fireworks

According to Article 17 of Decree 137/2020/ND-CP regarding 08 cases where citizens are permitted to use fireworks:

- Agencies, organizations, and individuals with full civil capacity are allowed to use fireworks in the following cases:

+ Celebrations;

+ Lunar New Year;

+ Birthdays;

+ Weddings;

+ Conferences;

+ Grand openings;

+ Anniversaries;

+ Cultural and artistic activities.

- Additionally, agencies, organizations, and individuals using fireworks are only allowed to purchase fireworks from organizations and enterprises authorized to produce and trade fireworks.

Furthermore, citizens managing and storing fireworks must ensure the following conditions:

- Ensure conditions for security, order, safety, fire prevention, and firefighting as stipulated;

- Storage facilities for fireworks, explosive fireworks, and firework chemicals must ensure security, order, safety, fire prevention, firefighting, lightning protection, static electricity control, and environmental protection according to regulations, technical standards, national standards, and relevant legal provisions;

- Storage facilities for fireworks, explosive fireworks, and firework chemicals must have rules and regulations ensuring security, order, safety, fire prevention, and firefighting; have a security plan, deploy security forces, and organize 24/7 guarding; check and control security and safety conditions for people, vehicles entering, and working in the storage area; have prohibition signs, warning signs, instructions related to safety and fire prevention tasks; post the procedures for arranging, storing, importing, and exporting; emergency response plans; fire-fighting and rescue plans; security and order plans, and chemical accident prevention plans; fully equip fire protection and firefighting equipment.

Thus, citizens are allowed to use fireworks in 8 cases: celebrations, Lunar New Year, birthdays, weddings, conferences, grand openings, anniversaries, and cultural and artistic activities, and must purchase from authorized establishments.

The mandatory condition when using fireworks is to ensure safety, security, and fire prevention measures. Unauthorized use of fireworks can be strictly handled according to regulations.

2. List of fireworks permitted for use by citizens in Vietnam during the Lunar New Year in 2024

The Government of Vietnam permits the Ministry of National Defense to produce, trade, and disseminate fireworks according to Decree 137/2020/ND-CP. Therefore, citizens can use fireworks produced by the Ministry of National Defense during the Vietnamese Lunar New Year with necessary conditions, including being 18 years or older, having an identity card, and having full civil capacity.

List of fireworks allowed for use by citizens during Lunar New Year in 2024 includes:

(*) Sales prices issued under Decision 1623/QD-HC21 dated August 4, 2023, by One Member Limited Liability Company 21 Chemicals, which is a state-owned enterprise under the General Department of National Defense Industry, Ministry of National Defense.

Thus, citizens are allowed to use fireworks produced by the Ministry of National Defense during Lunar New Year 2024, including products such as silver water spray tubes, firework sticks, spinning flower fireworks, fireworks sets, etc., with specifically regulated prices. Proper use will bring joy and excitement to citizens during the new spring.
