According to Section 2 and Section 5 of Part IV of Instruction 1326/HD-UBDT 2015, the criteria for evaluation and classification of officials in Vietnam are as follows:
Based on the evaluation results, officials are classified according to the following levels:
- Outstanding task completion;
- Good task completion;
- Task completion with limitations in capacity;
- Failure to complete tasks.
To classify and evaluate officials, the following criteria are considered:
* Outstanding task completion:
- Officials holding managerial positions who meet the following criteria will be classified as having excellent task completion:
+ Serve as role models, adhere to the Party's guidelines, policies, and state laws;
+ Have good political qualities and ethics; have a healthy lifestyle, abide by discipline and regulations within the organization; be dedicated and responsible in carrying out assigned tasks;
+ Have professional competence, expertise, and effectively cooperate with colleagues and relevant organizations during task implementation;
+ Have a proactive and creative attitude in carrying out assigned tasks;
+ Possess appropriate behavior and cultural manners in carrying out assigned tasks; effectively prevent abuse of power, corruption, waste, and negative behaviors;
+ Complete 100% of tasks according to the annual work program and plan, ahead of schedule, with quality and effectiveness;
+ Successfully complete unexpected tasks;
+ Lead or participate in at least one scientific project, plan, topic, or initiative that is applied and brings about effectiveness in the agency or unit's work, recognized by authorized agencies.
- Officials holding managerial positions who meet the following criteria will be classified as having excellent task completion:
+ Meet criteria specified in Section 5.1.1 of Part IV of Instruction 1326/HD-UBDT 2015;
+ The assigned agency or unit completes 100% of the tasks according to the annual work program and plan; successfully completes unexpected tasks;
+ Lead, manage, and execute tasks with progress, quality, and effectiveness;
+ Have the ability to unite and unify the organization or unit.
* Good task completion:
- Officials not holding managerial positions who meet the following criteria will be classified as having good task completion:
+ Meet criteria a, b, c, d, and e specified in Section 5.1.1 of Part IV of Instruction 1326/HD-UBDT 2015;
+ Complete 100% of tasks according to the annual work program and plan, ensuring progress, quality, and effectiveness;
+ Successfully complete unexpected tasks.
- Officials holding managerial positions who meet the following criteria will be classified as having good task completion:
+ Meet criteria specified in Section 5.2.1 of Part IV of Instruction 1326/HD-UBDT 2015;
+ The assigned agency or unit completes 100% of the tasks according to the annual work program and plan; successfully completes unexpected tasks;
+ Lead, manage, and execute tasks with progress, quality, and effectiveness;
+ Have the ability to unite and unify the organization or unit.
* Task completion with limitations in capacity
- Officials not holding leadership and management positions who meet the criteria prescribed at points a, b of Section 5.1.1 Part IV of Instruction 1326/HD-UBDT in 2015 and have one of the following criteria will be classified as having task completion with limitations in capacity:
+ Complete 70% to less than 100% of the tasks according to the annual work program and plan;
+ Delay in the completion of assigned tasks;
+ Propose solutions to work that do not meet quality requirements, do not comply with legal regulations, or require superiors to re-handle;
+ Lack of proper attitude and cultural behavior in carrying out tasks and official duties;
+ Manifestations of abuse of power, obstruction, causing difficulties, negative behavior, corruption, waste in the performance of tasks, and official duties.
- Officials holding leadership and management positions who meet the criteria prescribed at point a, b of Section 5.1.1 Part IV of Instruction 1326/HD-UBDT in 2015 and have one of the following criteria will be classified as having task completion with limitations in capacity:
+ Organizations, agencies, and units assigned leadership and management roles complete 70% to less than 100% of the tasks according to the annual work program and plan;
+ Leadership, direction, and operational work in implementing the tasks of organizations, agencies, and units are delayed;
+ Handling of work by organizations, agencies, and units does not comply with legal regulations and requires remedial measures;
+ Leadership, direction, and operational work in implementing the tasks of organizations, agencies, and units do not ensure quality and effectiveness;
+ Organizations, agencies, and units assigned leadership and management roles experience disunity.
* Failure to complete tasks
- Officials not holding leadership and management positions will be classified and evaluated as having failure to complete tasks if they meet one of the following criteria:
+ Failure to implement or violate the Party's guidelines, policies, or laws of the State that are disciplined by the competent authority or handled by the authority according to regulations;
+ Violation of discipline, regulations, or working rules of organizations, agencies, or units, but not to the extent of being disciplined at the highest level;
+ Failure to complete tasks commensurate with the held position;
+ Performance of tasks and duties with wrongdoing to the extent that remedial measures are required;
+ Causing disunity within the organization, unit, or agency;
+ Completion of less than 70% of the tasks according to the annual work program and plan;
+ Committing act of abuse of power, obstruction, causing difficulties, negative behavior, corruption, or waste resulting in disciplinary action.
- Officials holding leadership and management positions will be classified and evaluated as having failure to complete tasks if they meet one of the following criteria:
+ The contents prescribed in Section 5.4.1, Part IV of Instruction 1326/HD-UBDT in 2015;
+ Direct involvement in negativity, corruption, or waste within the organization, unit, or agency that they are in charge of and subject to legal regulations;
+ Organizations, agencies, and units assigned leadership and management roles complete less than 70% of the tasks according to the annual work program and plan;
+ Directing and organizing the implementation of tasks with wrongdoing to the extent that remedial measures are required;
+ Organizations, agencies, and units assigned leadership and management roles experience disunity.
Thus, the evaluation and classification criteria for evaluating officials serve as a basis for decision-making on policies for officials, such as:
- Recognition, training, and development for officials who have performed well in their tasks;
- Reprimanding and disciplining officials who have not completed their tasks;
- Adjusting work positions according to the capabilities of officials who are still limited in capacity;
- Assessing the leadership and management capacity of officials in leadership positions.
At the same time, in Part III of Instruction 1326/HD-UBDT in 2015, the timing of evaluation and classification of officials is determined as follows:
- Evaluation and classification of officials are conducted annually;
- When officials are transferred, the new organization or unit is responsible for evaluating and classifying them, taking into account the comments of the previous organization or unit (for cases with a working period of 6 months or more at the previous organization or unit);
- The evaluation and classification of officials are conducted in December of each year.
