1. Is it possible to reissue the authentic copy of the high school diploma in Vietnam?

According to the regulations in Article 2 of the Regulations on management of secondary school diplomas, high school diplomas, intermediate pedagogy diplomas, college pedagogy diplomas, university education diplomas, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT:

Principles of diploma and certificate management and issuance

1. Diplomas and certificates are uniformly managed, implementing management decentralization for the Departments of Education and Training, assigning autonomy and self-responsibility to teacher training institutions and universities according to the regulations in Article 3 of these Regulations.

2. Diplomas and certificates are issued once, except for the cases stipulated in Article 18 of these Regulations.

3. All acts of fraud in the issuance and use of diplomas and certificates are strictly prohibited.

4. Ensure transparency and openness in the issuance of diplomas and certificates.

Additionally, Clause 1 Article 18 of the Regulations issued together with Circular 21/2019/TT-BGDDT stipulates that in cases where a diploma or certificate has been issued but was found to be mistakenly written due to the fault of the issuing authority, the issuing authority is responsible for reissuing the authentic copy of such diploma or certificate.

Thus, a high school diploma is issued only once, except in the case where it is found to be mistakenly written due to the fault of the issuing authority. Therefore, if a high school diploma is torn,  the authentic copy of it will not be reissued.

2. What are procedures for requesting a copy of a high school diploma in Vietnam?

According to Article 31 of the Regulations on management of secondary school diplomas, high school diplomas, intermediate pedagogy diplomas, college pedagogy diplomas, university education diplomas, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT, the procedures for requesting a copy of a high school diploma in Vietnam are as follows:

Step 1: Submit an application for a copy of the high school diploma

The applicant can submit the application directly or send it via postal service to the competent authority. The application includes the following documents:

- Application for the reissuance of a high school diploma;

- Original or certified copy of the ID card/Passport still valid for verification by the receiving official;

- If the applicant is the legal representative or authorized representative of the person who was issued the original diploma, they must present the power of attorney (for the authorized representative) or proof of relationship with the person who was issued the original.

- If the request for a copy of the high school diploma is sent by postal service, certified copies of the documents mentioned above along with one (1) self-addressed stamped envelope must be sent to the competent authority.

Step 2: On the same day or by the next working day, if the request is received after 03:00 PM, the competent authority must issue the copy from the original register for the requesting individual.

Note: If the request for a copy of the high school diploma is sent by postal service, the processing time is determined from when the competent authority receives the complete application as indicated by the postal stamp.

3. Who has the right to request a copy of the high school diploma in Vietnam?

According to Article 30 of the Regulations on management of secondary school diplomas, high school diplomas, intermediate pedagogy diplomas, college pedagogy diplomas, university education diplomas, and certificates of the national education system issued together with Circular 21/2019/TT-BGDDT, the following individuals have the right to request a copy of a diploma or certificate from the original register:

(1) The individual who was issued the original diploma or certificate.

(2) The legal representative or authorized representative of the individual who was issued the original diploma or certificate.

(3) The father, mother, children; spouse; siblings; or other heirs of the individual who was issued the original diploma or certificate in case that individual has passed away.
