Increase occupational incentive allowances for preventive medicine and grassroots health workers

I have known that the National Assembly of Vietnam has approved the Resolution on occupational incentive allowances increase for preventive medicine and grassroots health workers. How is this regulation in particular? - Ngoc Ha-Soc Trang.

On November 11, 2022, the National Assembly of Vietnam approved the Resolution on the State budget estimate 2023. Notably, it will be adjusted to increase occupational incentive allowances for preventive medicine and grassroots health workers from January 1, 2023.

1. Current occupational incentive allowances regimes for preventive medicine and grassroots health workers

According to Article 3 of the Decree No. 56/2011/NĐ-CP on occupational incentive allowances regimes for officials and public employees at public health facilities:

- The 70% allowance applies to officials and public employees and who regularly and directly perform the following tasks:

+ Testing, examining, treating and taking care of patients with HIV/AIDS, leprosy, tuberculosis and mental illness;

+ Forensic assessment, forensic psychiatric, pathological anatomy.

- The 60% allowance applies to officials and public employees and who regularly and directly perform the following tasks:

+ Examining, treating and taking care of patients with emergency, emergency resuscitation, emergency treatment, and infectious diseases;

+ Testing and prevention of infectious diseases;

+ Border medical quarantine.

- The 50% allowance applies to officials and public employees who regularly and directly examine, treat, take care and and serve patients with anesthesia, resuscitation, intensive care, pediatrics, anti-toxicity, burns and dermatology.

- The 40% allowance applies to officials and public employees who regularly and directly work in preventive medicine; testing; medical examination and treatment; infection control, patient care, functional rehabilitation; medical assessment; traditional medicine; cosmeceuticals; food safety and hygiene, medical equipment; reproductive health at public non-business establishments and at nursing facilities for war invalids, sick soldiers and people with special disabilities, except for the cases specified in Clauses 1, 2 and 3 Article 3 of the Decree No. 56/2011/NĐ-CP.

- The 30% allowance applies to the following officials and public employees who:

+ Regularly and directly work as medical professionals to perform the following tasks: health communication and education; population - family planning;

+ Indirectly manage and serve as medical professionals at establishments, institutes, specialized hospitals, centers: HIV/AIDS, leprosy, tuberculosis, psychiatric, pathological surgery, forensic science.

- For officials and public employees who indirectly work as medical professionals; medical officials and public employees in charge of management and service at medical non-business units in general (except for cases specified at Point b Clause 5 Article 3 of the Decree No. 56/2011/NĐ-CP), public employees who work as medical professionals at agencies, units, schools: the Head of the unit shall base on the characteristics of the work and revenue sources to consider and decide, but not exceed 20% of the current salary level or rank plus the leadership position allowance, extra-seniority allowance (if any) of the beneficiaries.

2. Occupational incentive allowances regimes for preventive medicine and grassroots health workers from January 01, 2023

According to the Resolution recently approved by the National Assembly, adjustment to occupational incentive allowances for preventive medicine and grassroots health workers is implemented according to the Conclusion No. 25-KL/TW dated December 30, 2021 of the Politburo of Vietnam. 

Thus, the occupational incentive allowances for preventive medicine and grassroots health workers will be increased from January 01, 2023.

According to the Draft Decree amending the Decree No. 56/2011/NĐ-CP of the Government of Vietnam, the Health Ministry has proposed to adjust the occupational incentive allowances for preventive medicine and grassroots health workers as follows:

- Supplemented regulations: The 100% allowance applies to public employees who have been appointed to the professional title of health officer, who regularly and directly work as a specialist in preventive medicine; work as medical professionals at health centers of communes, wards and townships, regional polyclinics, maternity wards, medical centers of districts, towns, province-affiliated cities, central-affiliated cities and district hospitals.

- Amendment: The 40% allowance applies to employees who regularly and directly conduct tests; medical examination and treatment; infection control, patient care, functional rehabilitation; medical assessment; traditional medicine; cosmeceuticals; food safety and hygiene, medical equipment; reproductive health at public health service establishments and at nursing facilities for war invalids, sick soldiers and people with special disabilities, except for the cases specified in Clauses 1, 2 and 3 Article 3 of the Decree No. 56/2011/NĐ-CP of the Vietnam Government.
