According to the provisions of Article 10 of the Road Traffic Safety and Order Law 2024 regarding general rules for road traffic participants:

Article 10. General Rules

1. Road traffic participants must travel on the right side according to their direction, follow the correct lanes and parts of the road as stipulated, comply with road signals, and other road traffic rules.

2. Drivers and passengers in motor vehicles must fasten seat belts at locations equipped with seat belts when participating in road traffic.

3. When transporting children under 10 years of age and shorter than 1.35 meters in a motor vehicle, they must not be seated on the same row as the driver, except in vehicles with only one row of seats; the driver must use or instruct the use of appropriate safety devices for children.

Thus, according to the above provisions, passengers in a car's front seat are required to fasten seat belts if the position is equipped with seat belts.

In 2025, what are the fines for not fastening the passenger seat belt in Vietnam?

According to Clause 3, Article 6 of Decree 168/2024/ND-CP on penalties in the field of road traffic for cars, four-wheeled motor vehicles carrying passengers, four-wheeled motorized cargo vehicles, and vehicle types similar to motor vehicles:

Article 6. Penalties and point deductions on driving licenses for drivers of cars, four-wheeled motor vehicles carrying passengers, four-wheeled motorized cargo vehicles, and vehicle types similar to motor vehicles that violate road traffic rules

3. A fine ranging from 800,000 VND to 1,000,000 VND shall be imposed for the following violations by drivers:

...

g) Failure to use or insufficient use of lighting in the period from 6 PM of the previous day to 6 AM of the following day or when there is fog, smoke, dust, rain, or bad weather limiting visibility;

h) Operating a car towing another vehicle or object (except in cases of towing a trailer, semi-trailer, or another motor vehicle, specialized vehicle when this vehicle is not self-propelled); operating a car pushing another vehicle or object; operating a trailer, semi-trailer towing an additional trailer or vehicle, object; failure to securely and safely connect the towing and towed vehicles when towing each other;

i) Transporting people in a towed vehicle, except for the driver;

k) Not fastening seat belts when driving the vehicle on the road;

l) Transporting passengers in a motor vehicle not fastening seat belts (at positions equipped with seat belts) when the vehicle is in motion;

Thus, according to the above regulations, the act of not fastening seat belts in the passenger seat of a motor vehicle when it is in motion will be fined from 800,000 VND to 1,000,000 VND.

What is the order of priority of road signals for road traffic participants in Vietnam?

According to Article 11 of the Road Traffic Safety and Order Law 2024, road traffic participants must comply with road signals in the following order of priority:

Article 11. Compliance with Road Signals

1. Road signals include: commands of traffic controllers; traffic light signals; road signs; road markings and other signs on the road surface; markers, protective walls, barriers, reflective nails, posts, kilometer markers, H posts; road signaling sound equipment.

2. Road traffic participants must comply with road signals in the following order of priority:

a) Commands of traffic controllers;

b) Traffic light signals;

c) Road signs;

d) Road markings and other signs on the road surface;

e) Markers, protective walls, barriers, reflective nails, posts;

f) Road signaling sound equipment.

Thus, road traffic participants must comply with signals in the order of priority: commands of traffic controllers, traffic light signals, road signs, road markings, markers and other signs, road signaling sound equipment.
